Nature of Work

This is a high-level administrative and specialized professional position responsible for designing, managing, and overseeing business development initiatives for the Department of Economic Innovation and Development. The Business Development Manager focuses on attracting, retaining, expanding businesses, and promoting small business growth within the City of Miami. This role involves building strategic relationships with businesses, industries, investors, and other stakeholders to stimulate economic growth and create an environment conducive to small business success. An employee in this class exercises judgment, discretion, and independent decision making, while working under general supervision. This position reports to the Assistant Director or designee.

Essential Functions

Develops and implements strategies to attract new businesses and retain existing businesses in the City of Miami, focusing on key growth sectors such as technology, sustainability, and healthcare.

Collaborates with industry leaders and stakeholders to promote Miami as a premier destination for business development and investment.

Leads initiatives to support and grow small businesses within the City of Miami.

Builds and maintains strategic relationships with local, national, and international stakeholders, including businesses, industry associations, venture capital firms, and academic institutions. Facilitates partnerships that drive investment, innovation, and job creation, particularly in sectors critical to Miami's economic future.

Identifies and connects small business owners and entrepreneurs to resources and mentorship opportunities that provide guidance to ensure long-term success. Works closely with local partners to connect small businesses with training, funding, and business support services.

Leads the development and implementation of business development programs that align with the city's economic goals.

Conducts market research to identify emerging trends, competitive positioning, and potential business opportunities. Analyzes economic data to assess the City's strengths and opportunities for attracting investment and promoting business growth, with an emphasis on small business development.

Organizes and manages business development events such as trade shows, small business expos, and investor networking sessions. Coordinates event logistics, marketing efforts, and partner engagement.

Identifies, applies for, and secures grant opportunities that align support entrepreneurship, including those focused on innovation and technology integration.

Manages awarded grants, including tracking expenditures, ensuring compliance with grant requirements, and preparing regular reports for funding agencies.

Work closely with other city departments to ensure that business development initiatives align with broader city goals, including procurement opportunities for local businesses.

Monitors the effectiveness of business development programs through data collection and analysis. Prepares reports on program performance, participant satisfaction, and business outcomes, and recommends improvements, as needed.

Minimum Requirements

  • Bachelor's Degree in Business Administration, Marketing, Finance, Economics, or a closely related field

  • Thorough four (4) years) experience in business development, economic development, or small business support program administration which must include generating leads, developing proposals, and establishing business-to-business partnerships.

OR

  • An equivalent combination of education and experience beyond a high school diploma or its equivalent and two (2) years of the required experience mentioned above.

SPECIAL REQUIREMENTS:

A Valid Drivers License from any state (Equivalent to a State of Florida Class E) may be utilized upon application, however prior to appointment a State of Florida Drivers License (Class E or higher) must be presented to the Department of Human Resources.

Foreign diplomas/degrees must be submitted with a credential evaluation report from an approved credential evaluation agency*. Translations of diploma/degrees are not accepted. If degree/diploma does not reflect the academic major on its face, transcripts indicating degree completion must be submitted. Audit/Academic reports are not accepted as substitutions for college transcripts.
  • To qualify under the equivalency clause, applicant must provide proof of education in one or more of the following applicable forms: copy of high school diploma, or equivalent, OR any higher accredited degree such as an Associates, Bachelors, Masters degree or higher.
  • A valid State of Florida Driver's License (Class E or higher) is required within 6 months of employment and must be maintained valid throughout employment in the classification.
  • Approved Credential Evaluation Agencies:

Credential evaluation reports showing the United States equivalency for academic credentials earned in other countries may be provided by:

  • An accredited four-year college or university in the United States, OR
  • A current member of the National Association of Credential Evaluation Services (NACES), OR
  • A current member of the Association of International Credential Evaluators (AICE), OR
  • A recognized Professional Organization
