Position Summary

The Business Development Manager is responsible for managing the full proposal lifecycle, from opportunity assessment through proposal submission. This role will coordinate cross-functional teams, guide proposal development efforts, ensure compliance with solicitation requirements, and support strategic growth initiatives across Federal and DoD markets.

The ideal candidate possesses strong project management skills, exceptional writing and editing abilities, and experience leading teams in a fast-paced government contracting environment.

Key Responsibilities

  • Review solicitation documents, Requests for Proposal (RFPs), Requests for Quotation (RFQs), Requests for Information (RFIs), and other bid requests to determine proposal requirements and response strategies.
  • Organize, coordinate, and lead proposal teams consisting of internal personnel, subject matter experts, subcontractors, and teaming partners.
  • Develop proposal schedules, outlines, compliance matrices, and submission plans to ensure timely delivery of high-quality proposals.
  • Manage proposal development activities from kickoff through final production and submission.
  • Coach and guide contributors on persuasive proposal writing, compliance requirements, and proposal best practices.
  • Ensure all proposal content is accurate, compliant, compelling, and aligned with customer requirements.
  • Serve as the primary interface between proposal teams, corporate leadership, teaming partners, and stakeholders throughout the proposal process.
  • Identify proposal risks, challenges, and resource constraints and develop mitigation strategies.
  • Coordinate color team reviews and incorporate feedback into final proposal submissions.
  • Support continuous improvement of proposal processes, templates, tools, and best practices.
  • Maintain proposal documentation and support business development initiatives as needed.

U.S. Citizenship Required

Required Qualifications

  • Bachelor's degree from an accredited college or university.
  • Minimum of three (3) years of experience preparing proposals for Federal Government and/or Department of Defense contracts.
  • Minimum of three (3) years of experience managing team-based projects with multiple stakeholders and deadlines.
  • Strong understanding of Federal acquisition processes and solicitation requirements.
  • Exceptional written, editing, proofreading, and verbal communication skills.
  • Demonstrated ability to manage multiple priorities and meet strict deadlines in a fast-paced environment.
  • Strong organizational skills with exceptional attention to detail.
  • Self-starter with the ability to work independently and collaboratively.
  • Ability to successfully pass a NACI Background Investigation.

Preferred Qualifications

  • Experience with proposal management tools and collaboration platforms.
  • Experience supporting GSA, DoD, VA, DHA, HHS, or other Federal agency opportunities.
  • APMP certification or related proposal management certification.
  • Experience managing multiple concurrent proposal efforts.

Compensation & Benefits: $85,000 to $105,000. Please note that the salary information is a general guideline only. Decypher considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience, education/ training, key skills as well as market and business considerations when extending an offer.
