Overview
The Business Development Specialist is responsible for pursuing new market opportunities and driving new business growth, while supporting the estimating, bidding, and project setup process. This role focuses on proposal development, client relationship management, and CRM accuracy, ensuring awarded work is properly initiated and transitioned into operations and project execution. The position serves as a key link between clients, sales, compliance, and internal scheduling coordination, and reports to the Regional Sales Manager.
ESSENTIAL JOB FUNCTIONS
Strategy & Market Development
Review project plans and documentation to evaluate scope, requirements, and feasibility
Develop and execute business development strategies aligned with company growth objectives and market opportunities
Proposal & Bid Management
Prepare, develop, and distribute initial bid proposals for prospective projects
Assign deal and proposal numbers in accordance with internal procedures
Conduct timely follow-up on submitted bids via phone and email using PipeDrive
Input bid requests from Bidboard into PipeDrive and organize associated digital files
Assist with new bid requests, including data entry, document preparation, and client communication
Assist with developing pricing strategies, proposals, bids, RFQs, and contract terms
Support negotiation and deal structuring efforts to help ensure profitability and alignment with company objectives
Ensure client expectations, technical requirements, and regulatory considerations are accurately reflected in proposal and contract materials
Track bid results and analyze win/loss outcomes to improve competitiveness and proposal effectiveness
Client Relationship Management
Cultivate and maintain strong relationships with new and existing clients, including engineers, developers, municipalities, permitting agencies, and general contractors
Represent the company at industry events, site walks, pre-construction meetings, and strategic networking engagements
Educate clients and prospects on system design, performance benefits, constructability, and regulatory compliance
Support ongoing client projects with a high level of customer service through proactive communication and reliable follow-through
Pipeline & CRM Management
Create, manage, and maintain accurate bid, deal, proposal, and client records in PipeDrive
Mark deals as won upon client acceptance and ensure proper handoff to operations
Oversee the sales pipeline, opportunity prioritization, and deal progression
Monitor pipeline health, conversion rates, backlog, and revenue performance
Keep track of the different stages of the project and ensure that costs are not rising more than estimated
Estimating & Technical Support
Assist with construction estimating activities by gathering required documentation and supporting proposal preparation
Maintain strong working knowledge of drywell systems, installation methods, soil and geotechnical considerations, and stormwater compliance requirements
Cross-Functional Coordination
Serve as a primary point of contact between clients, sales, compliance, and internal teams during the pre-bid through project setup phases
Actively respond to inquiries and requests through DC Teams Chat and other internal communication channels
Collaborate across departments to support internal initiatives and operational improvements
EDUCATION & EXPERIENCE
Associate degree, or 3–5 years of progressive experience in construction business development, estimating support, project coordination, sales, or client management within the construction, stormwater management, drywell systems, or civil infrastructure industries, is preferred
Proficiency in PipeDrive or similar CRM systems
Effective communication, relationship building, and organizational skills
High attention to detail and ability to manage multiple priorities simultaneously
Familiarity with compliance documentation and permitting processes preferred
Experience supporting proposal development, RFQs/RFPs, and pricing strategies, ideally in coordination with estimating and project teams, is a plus
OTHER JOB QUALIFICATIONS AND COMPETENCIES
Maintain punctual, regular, and predictable attendance (minimum 40 hours per week)
Demonstrated ability to manage multiple projects and priorities simultaneously
Strong critical thinking skills and attention to detail
Ability to work both independently and as part of a team
Excellent communication and presentation skills with ability to explain complex technical information to non-technical stakeholders
Starting pay $70,000-$80,000 annually
