The Office of Economic Development works to shape a vibrant, inclusive, and thriving economy by increasing access to economic opportunities, reducing racial inequities, and supporting community-centered growth. As part of this work, the Only in Seattle (OIS) program supports neighborhood business districts as they build capacity and pursue their long-term vision for resilient, welcoming commercial corridors.
We are seeking a skilled and community-centered Business Improvement Area (BIA) Advisor to lead, guide, and support Seattle's neighborhoods through the complex, multi-year processes of forming and expanding Business Improvement Areas. This position blends technical expertise, policy fluency, data analysis, strategic advising, and community relationship-building, serving as the City's subject-matter expert on BIA formation, assessment structures, and successful governance models.

This full-time, salaried position is classified as Strategic Advisor 1, General Government -L17 and reports to the Business Districts Manager. The full salary range for this classification is $51.88 - $77.82 per hour. Following a pay equity and budget analysis, the identified annual salary range for this role is $121,104 - $130,834.08 ($58 - $62.66/hour).

Describe your experience engaging and supporting neighborhood business districts in exploring the formation of a Business Improvement Area (BIA) or a similar community-driven initiative. This could include work in economic development, community organizing, policy advocacy, business district revitalization, managing special assessment districts, or in a similar area. Provide specific examples of how you have led outreach, facilitated stakeholder engagement, managed petition processes, or developed policy recommendations related to place-based economic development.

Describe your experience collaborating with and advocating for historically underserved communities, including communities of color, immigrant-owned businesses, and small business owners facing systemic barriers. How have you applied community engagement, policy development, technical assistance, and/or economic inclusion strategies to support these communities? Provide specific examples of programs, partnerships, or initiatives where you played a key role.

This position offers the flexibility of a hybrid work schedule. Employees will be expected to work in-office a minimum of three days a week. Individual schedules will be based on agreement between the employee and their supervisor. Moderate local travel and possible regional travel will be required, as well as occasional evening and weekend in-person meetings.
