Our Client is a key participant in several statewide initiaves, including the current Missouri Vital Enterise Resources (MOVERS) project effort, and as such must provide business subject matter expertise to fully implement the various modules within, including those modules related to human resources, financial services, and legislative budget preparation, all connected IT systems, business process and other related activities.

Knowledge of full budget lifecycle, as well as benefit and resource/employee lifecyle, related technical activities to include data extraction, preparation, conversion, system configuration and setup of current systems and business process. It is critical that MoDOT’s needs are met to ensure seamless delivery of MoDOT’s mission and responsibility to the taxpayer.

The work covered includes, but is not limited to:

  • Creating and maintaining analysis documentation for MoDOT human resources, financial services, and legislative budget processes. This includes work products for use in several statewide iniatives, along with supporting current work product development for the EPM, ERP, and HCM related MOVERS modules.
  • Includes processes and procedures, alignment with current project plan schedules including mock and go-live activities, preparation and response to task assignments, core data extraction from existing MoDOT systems, data preparation, conversion, and validation, as well as assistance with applicable reporting and interfacing needs, along with effective communication of core financial information to related financial, human resources, and legislative budget systems.
  • This includes assisting MoDOT GS, FS, Health & Wellness, and HR partners with functionality needs; providing user materials and presentations.

Minimum skill-sets:

  • 8+ years project management experience, emphasis in IT product support and implantation. Must provide specific work details.
  • 8+ years in a leadership capacity; including experience as a hiring manager, direct supervisor, and budget or spending plan management activities, along with demonstrated experience in leading complex teams. Must provide specific work details.
  • 8+ years in project management, including IT project management, with knowledge of project data extraction, conversion, and validation activities. Must provide specific work details.
  • 8+ years of key transportation industry knowledge– transportation funding lifecycle, federal financial reporting and reimbursement. Must provide specific work details.
  • Prefer prior work experience with MoDOT; can include contracting partner. Must provide specific work details.

Objectives:

  • Create and maintain analysis documentation for MoDOT process and procedures in alignment with iniative deliverables.
  • Prepare and respond to project task assignments.
  • Effective communication of core financial information, both personal service, expense, and equipment costs, as they relate to impacted systems and processes.
  • Assist MoDOT GS, FS, HCM, Health & Wellness, and HR partners with functionality needs;
  • Provide user materials and presentations.
  • Answer operational questions from state and MoDOT staff.
  • Provide skills and knowledge transfer to MoDOT employees.
  • Provide outstanding customer service to both internal and external partners.

Effective oral and written communication with MoDOT staff:

  • Must be able to effectively communicate in oral and written formats with MoDOT staff and MoDOT’s internal and external partners.
  • Daily communication with MoDOT staff is required.

Create documentation and supporting procedures for all key related systems and processes:

At the direction and deadlines set forth by MoDOT representative:

  • Update project and mapping documentation as needed.
  • Create documentation and/or user guides for MoDOT staff.
  • Provide updated project information to staff regarding key process impacts.

Transfer key knowledge and educate staff in applicable areas:

  • Update project and mapping documentation as needed.
  • Provide key training and education to MoDOT staff in requested areas.
  • Provide support to staff on state initiative and related work products.
