Position Summary
We are seeking a seasoned Business Intelligence Subject Matter Expert (BI SME) to support the Missouri Department of Transportation's participation in the statewide Missouri Vital Enterprise Resources (MOVERS) ERP/HCM/EPM implementation. The consultant will serve as MoDOT's primary expert across Human Capital Management (HCM), Financial Services (FS), General Services (GS), Health and Wellness, and Legislative Budget Preparation modules, ensuring MoDOT's mission-critical business processes are accurately represented, configured, and validated throughout the MOVERS go-live lifecycle.
This is a hands-on, collaborative engagement requiring daily communication with MoDOT staff, active participation in mock and go-live activities, and the ability to translate complex financial and HR business processes into actionable analysis documentation, user materials, and training content. The ideal candidate brings transportation-sector depth — specifically MoDOT familiarity — combined with ERP/HCM configuration and data conversion expertise.
Key Responsibilities
Business Intelligence and Documentation
• Create and maintain analysis documentation for MoDOT HR, financial services, and legislative budget processes, aligned to MOVERS initiative deliverables and project plan milestones.
• Develop and update process and procedure documentation, mapping guides, and configuration records for EPM, ERP, and HCM modules.
• Produce user guides, presentations, and training materials for MoDOT GS, FS, HCM, Health and Wellness, and HR partner teams.
Project and Task Management
• Prepare for and respond to task assignments within deadlines established by MoDOT representatives.
• Align work products with current project plan schedules, including mock conversion cycles and go-live preparation activities.
• Coordinate minor system enhancements (under $3,000 threshold); provide scoping estimates and supporting documentation per PAQ amendment process.
Data and Systems Support
• Execute core data extraction from existing MoDOT systems; lead data preparation, conversion, and validation activities across HCM, financial, and budget datasets.
• Support applicable reporting and interfacing requirements across impacted systems.
• Assist with troubleshooting, diagnosis, and resolution of functional and configuration issues as they arise.
Stakeholder Communication and Knowledge Transfer
• Communicate core financial information — including personal services, expense, and equipment costs — to financial, HR, and legislative budget system stakeholders.
• Answer operational questions from MoDOT staff and statewide initiative partners.
• Deliver skills and knowledge transfer sessions; confirm transfer of responsibilities to MoDOT employees as directed.
• Provide outstanding customer service to internal and external partners with daily written and oral communication.
Minimum Qualifications

Project Management 8+ years IT product support and implementation; must include specific project names, roles, and outcomes.
Leadership and Supervision 8+ years Experience as a hiring manager and direct supervisor; budget or spending plan management; demonstrated leadership of complex, cross-functional teams.
IT Project Management
and Data 8+ years IT PM encompassing data extraction, conversion, and validation activities; must specify tools, systems, and data volumes managed.
Transportation Industry
Knowledge 8+ years Transportation funding lifecycle, federal financial reporting, and federal reimbursement processes; must name agencies and program areas supported.
MoDOT Prior Experience Preferred Prior direct work with MoDOT or a MoDOT contracting partner; provide project name, role, and period of performance.
Preferred Qualifications
• Direct functional or technical experience with MOVERS modules (EPM, ERP, HCM).
• Familiarity with Oracle, SAP, or comparable enterprise ERP/HCM platform configurations.
• Experience supporting statewide government ERP implementations in a business analyst or SME capacity.
• Knowledge of Missouri state budget preparation processes and legislative reporting requirements.
• Active or prior security clearance or law enforcement background check on file.
