Job Summary: We are seeking a highly experienced Strategic Communications & Change Management Lead to drive high-impact communication and change initiatives for critical IT programs within the public sector. This role is based 100% on-site in Tallahassee, FL and plays a key part in aligning communications across overlapping programs, agencies, and stakeholders, particularly in the corrections, law enforcement, and public safety domains.
Key Responsibilities:
Develop and lead comprehensive communication strategies across all Client-led initiatives.
Coordinate messaging across internal teams, contractors, agency leadership, and external legislative and public stakeholders.
Create centralized communication frameworks to prevent information silos and ensure continuity across programs such as CIMS modernization, TRP, and PALM integration.
Oversee change management efforts using frameworks like ADKAR or Prosci, ensuring consistent messaging during transitions.
Design and execute communication plans supporting change initiatives, including stakeholder engagement and readiness activities.
Manage crisis communications in response to incidents like system outages or compliance issues.
Serve as the primary liaison for external agency communication, ensuring timely and accurate dissemination of updates, risks, and project milestones.
Prepare executive dashboards, reports, and presentations tailored for diverse audiences, including lawmakers and the media.
Ensure all communications comply with relevant standards, such as CJIS, NIST, and HIPAA.
Lead inter-agency coordination, vendor management, and cross-functional team alignment to enable transparent and consistent communication flow.
Required Qualifications:
Availability to work 100% on-site in Tallahassee, FL.
10+ years of experience in strategic communications or project management.
Strong background in government or public-sector IT environments.
Deep knowledge of corrections, law enforcement, or public safety domains.
Proven experience with change management methodologies ( ADKAR, Prosci).
Crisis communications and public relations experience in high-stakes environments.
Expertise in compliance frameworks ( CJIS, HIPAA, NIST).
Ability to develop visual and written content tailored for a variety of audiences.
Preferred Qualifications:
Experience with business process mapping and requirements documentation.
Ability to facilitate sessions with SMEs and business leadership.
Understanding of web applications and their role in supporting business capabilities.
