Responsible for providing administrative, office management, budgetary, and programmatic support for an assigned program or department. Performs professional administrative and managerial functions to support the timely, efficient, and successful operation assigned areas. Other key components of this position may include, but are not limited to, serving as a liaison to university departments, coordinating travel, administering grants, purchasing, working with applicable internal and external vendors, and monitoring compliance.

Required a bachelor's degree in a job related field and 3 or more years of job related experience, which may be substituted by an equivalent combination of job related certification, training, education, and/or experience.

Demonstrates understanding of basic accounting and financial management principles and applies analytical skills to identify the appropriate use of funds. Utilizes strong organizational and time-management skills to meet deadlines and manage multiple responsibilities. Communicates effectively and establishes and maintains productive working relationships with others. Conducts business lawfully and ethically by adhering to compliance policies, procedures, and regulations, while using basic computer software, including Microsoft Office products, Adobe, and other web-based applications.

In consultation with the department chair and college business operations team, prepare and process business/financial transactions from USC Funds (Restricted and Unrestricted) and Educational Foundation Funds for the Department of Political Science. This includes, but is not limited to, processing payment requests; travel and non-travel reimbursement requests; travel authorizations and expense reports; commitment reimbursements and tracking; payroll monitoring and account changes; coordinating with the Dean's Office grants team, USC Foundations & Sponsored Awards Management Office to manage grant budgets and grant-related purchasing; and journal entries and expense module corrections. The business manager will provide regular financial reports to the department chair.

The business manager will act as the chief procurement contact. This will include submitting purchase requisitions and following up with suppliers as necessary once purchase orders have been issued. The incumbent will also act as the supplier liaison in conjunction with the Assistant to the Chair. The business manager will, as necessary, prepare check requests, etc., for the Education Foundation as well as departmental monies held by Administration & Finance. The business manager will provide monthly reports to the department chair.

The business manager will serve as the unit-level liaison to the McCausland College of Arts and Sciences. The incumbent will be responsible for learning both University-level and College-level financial and budget policies and procedures.

Checks payroll expenditures on monthly basis and corrects discrepancies. Performs annual year end budget review and other budget reconciliations as needed.

P-card liaison. Prepares and/or approves monthly reconciliations for all department p-cards, travel cards, and program cards.

Will contribute to the success of the Department of Political Science and the McCausland College of Arts and Sciences by performing all other duties as assigned.

Manages an annual departmental budget for all funds (college-controlled and department-controlled). Supports the chair in planning and updating allocation of annual operating budgets. Provides the chair and faculty with monthly budget report on expenditures and deposits from all accounts and commitments. Monitors all expenditures to ensure that they are approved by the department chair and appropriately billed to the correct funding chart-string. Provides funding information to chair and other staff to ensure proper billing on purchasing and expenditures. Receives revenue reports and updates the chair regularly on department revenue.
