Duties
Duties and Responsibilities:
Fiscal Operations
- Develops for the Superintendent and Board, short and long term budgets and amendments with concise explanations of needs and reasons for any change.
- Establishes and maintains an accounting system to detail assets, liabilities, equities, obligations, expenditures, and current projected revenues.
- Receipts and oversees the deposit of all money accruing to the school system that is not directed by the
Thornton Township Treasurer. Additionally, serve as the Board approved Treasurer as required by
Amended IL Regulation 9150 (May 12, 2020).
- Allocates funds to programs and schools with conditions governing their use.
- Conducts pre-audits of all obligations to ensure budgeted appropriation and unencumbered balances.
- Approves or disapproves necessary disbursement for fiscal claims against the school system.
- Audits accounts of employees collecting or receiving taxes or other monies
- Ensures the timely and accurate preparation of required and requested reports.
- Invests all idle cash as directed by the local Board.
- Assigns work and evaluates performances of subordinates.
- Recommends to the Board of Education and the Superintendent the selection and discipline of employees.
- Maintains liaison with other departments to serve as the financial advisor.
- Serves as Advisor for the Superintendent and Board of Education with regards to the overall operations of the School District.
- Assists the Superintendent to administer all phases of human resources in the district and the employment, training, evaluation, retention and release of all personnel performing work in the district with teachers and support personnel bargaining units.
- Assists the Superintendent in directing the purchasing program, including contract administration bids and specification writing in accordance with Board policy and applicable laws.
- Assists in the preparation of the agenda for the Board of Education meetings and the collection and assembling of agenda matters.
- Recommends appropriate policies and changes with the Superintendent for Board action and assists in developing and recommending administrative procedures to implement Board policy.
- Serves as Advisor for the Superintendent and Board of Education with regards to the overall operations of the School District.
- Performs such other duties as may be assigned by the Board of Education and Superintendent.
- Establishes relevant memberships in professional organizations and participates in professional meetings and conferences in order to keep abreast of new educational developments.
Risk Management
Coordinates and manages all Risk Management and Insurance programs for the protection of the Board of Education interests and oversees the preparation of and processing of claims covered by insurance.
Food Services
- Manages, oversees and coordinates the operation of school food services and the efficient business management of the Child Nutrition Program.
- Plans, delivers, assesses, and oversees ongoing improvement of food service operations.
- Manages, oversees, and coordinates the operation of school food services and the efficient business management of the Child Nutrition Program.
- Plans, delivers, assesses, and oversees ongoing improvement of food service operations.
Facilities
- Oversees the facilities in assisting towards a 21st century learning environment for students.
- Ensures that grounds are free of debris in making sure the facilities are safe for students and staff.
- Assists the Board in the implementation of its Facilities Plan
- Works in collaboration with the Architect to comply with the Health/Life Safety standards of the ISBE.
Qualifications
Position Requirements/Qualifications:
- Bachelor''s Degree in Business Administration/Concentration in Accounting or Master''s Degree in Accounting
- Minimum of eight years District Level Business Administrative Experience or equivalent
- CSBO endorsement is required
Salary/Benefits
Salary Range: $120,00 - $130,000
