This position will serve as the SCDES Laboratory Business Manager supervising and coordinating administrative functions to ensure timely and accurate completion of procurement processes for the SCDES Laboratory, within the Bureau of Regional and Laboratory Services.

The Department of Environmental Services Laboratory serves as the State Principal Environmental Laboratory for South Carolina, composed of three major areas:

Analytical Radiological Environmental Services Division (ARESD)

Division of Air Quality Analysis (DAQA)

Laboratory Certification Office

The Laboratory supports SCDES program areas by providing technically defensible data for decision-making and certifying laboratories that report data to the agency.

Job Responsibilities

In this role, you will:

  • Supervise administrative staff to ensure procurement functions are completed accurately and on time, including requisitions, contracts, acquisition of laboratory supplies, utilities, service contracts, inventory/property custodial duties, and general repairs.
  • Serve as the primary liaison between the Lab and Budget/Procurement staff, working with the Assistant Bureau Chief, ARESD Director, and DAQA Director to ensure continious and efficient management of Lab budget allocations. Perform annual cost - per analysis with division directors.
  • Ensure purchasing compliance under the South Carolina Procurement Code and departmental standards.
  • Manage requisitions, contracts, inventory, and related documentation, including shared purchasing responsibilities governed by Memorandums of Understanding (MOUs) and Memorandums of Agreement (MOAs).
  • Provide financial updates, ensure budget visibility, monitor spending, and support leadership with planning and expenditure analysis.
  • Supervise program coordinators who assist Divisions with procurement and program support, track contractor time and reporting, and work with division directors and Finance and Operations to ensure accurate reporting of time in our internal personnel cost accounting system (PCAS).
  • Complete purchasing activities using Supplier Relationship Management (SRM) within the South Carolina Enterprise Information System (SCEIS).
  • Standardize administrative processes and support training for procurement and administrative procedures.
  • This position reports to the Assistant Bureau Chief of the Laboratory.

Minimum and Additional Requirements

Minimum Requirements

A bachelor's degree from an accredited college or university.

Degree may be in:

  • Business Administration/Management
  • Finance
  • Accounting
  • A technical or scientific field

Knowledge, Skills, and Abilities (KSAs)

  • Intermediate knowledge of Supplier Relationship Management (SRM) and South Carolina Enterprise Information System (SCEIS), including hands on experience with shopping cart creation for goods and services, strong understanding of the shopping cart process.
  • Familiarity with the SC Procurement Code.
  • Ability to manage multiple priorities at once and complete tasks accurately, professionally, and on time.
  • Experience working with budgets, grants, and performing cost-per-analysis or similar financial evaluations.
  • Ability to exercise sound judgment and make informed decisions in the daily execution of duties.
  • Proficiency in Microsoft Office 365 applications (such as Outlook, Excel, Word, SharePoint, OneDrive and Teams).
  • Ability to work effectively in a team-oriented environment and maintain positive relationships with coworkers, industry, and government officials.

  • Ability to lift 50 pounds
  • Occasional weekends and emergencies work may be required
  • Must maintain a valid drivers license and the ability to drive a state vehicle

Preferred Qualifications

Preferred Qualifications

A masters degree in natural or physical sciences, public health, or related technical field and five (5) years of environmental experience;

or

A bachelors degree in the natural or physical sciences, public health or related technical field and six (6) years of environmental experience.

A business management, accounting, or finance degree is acceptable.

  • At least one year of hands-on experience working in SCEIS specifically creating shopping carts.
  • At least one year of supervisory experience, overseeing the administrative work of others.
  • At least one year of experience working directly with managing budgets and grants.
  • Experience with inventory management and procurement processes.
  • Experience with creating cost per analysis and other financial reporting.
  • Experience working in a technical environment such as a laboratory.
