Position Summary
The Oklahoma State Department of Health (OSDH) is seeking a Business Process Analyst (BPA) to support the Transformation Management Office (TMO) in driving agency-wide process improvement and modernization initiatives. This role will focus on analyzing business operations, documenting current and future-state processes, identifying inefficiencies, and implementing sustainable improvements using Lean Six Sigma and quality improvement methodologies.
The BPA will work closely with stakeholders across the agency to assess workflows, develop process documentation, facilitate improvement initiatives, and support organizational transformation efforts that increase efficiency, quality, and operational effectiveness.
Key Responsibilities
Business Process Analysis & Improvement
- Conduct business process assessments through stakeholder interviews, workflow reviews, data analysis, and operational evaluations.
- Analyze current business operations to identify bottlenecks, redundancies, inefficiencies, and process gaps.
- Apply Lean Six Sigma and quality improvement methodologies to drive process optimization.
- Perform root cause analysis and recommend sustainable solutions to improve performance.
- Develop process improvement recommendations based on operational data and stakeholder feedback.
Process Documentation
Create and maintain:
- Current-State (As-Is) Process Maps
- Future-State (To-Be) Process Maps
- Workflow Diagrams
- Standard Operating Procedures (SOPs)
- Business Requirements Documentation
- Process Improvement Reports
- Executive Summaries
- Ensure all documentation is complete, accurate, standardized, and aligned with agency requirements.
Stakeholder Engagement & Facilitation
- Facilitate process improvement workshops, stakeholder meetings, and collaborative working sessions.
- Partner with program staff, subject matter experts, leadership, and operational teams to identify process challenges and improvement opportunities.
- Build consensus among stakeholders regarding recommended solutions and implementation approaches.
- Communicate findings, recommendations, risks, and project status updates effectively.
Performance Management & Change Enablement
- Develop and track process performance metrics and key performance indicators (KPIs).
- Measure effectiveness of implemented solutions and continuous improvement initiatives.
- Support implementation planning, organizational change management, and sustainment activities.
- Monitor adoption of new processes and recommend additional improvements where necessary.
- Maintain project documentation related to deliverables, risks, issues, dependencies, and recommendations.
Required Qualifications
- 3–5+ years of experience as a Business Analyst, Business Process Analyst, Process Improvement Analyst, or related role.
