Title: Business Process Senior Associate

Job Overview:

The Business Process Senior Associate will support the execution of enterprise-level initiatives across the New York Racing Association (NYRA) and play a critical role in aligning processes with federal regulations, internal House Rules, and strategic initiatives, ensuring the organization is positioned for long-term operational excellence.

A significant portion of this role will be dedicated to developing, documenting, implementing, and maintaining Standard Operating Procedures (SOPs) across NYRA’s business operations, including racing operations, racing office functions, security, veterinary, and any other department that may fall under HISA/HIWU federal regulation. The position will work closely with senior leadership and department heads to document or improve existing workflows, develop new processes as needed, establish process standards, and ensure operational consistency across the organization and to promote safety and integrity.

This role will be responsible for the administration of the NYRA House Rules, including coordinating proposed updates across departments and ensuring all updates are approved and publicly distributed.

This role will also support strategic initiatives and special projects as organizational priorities evolve, providing project management and operational support for key enterprise initiatives in alignment with NYRA Strategic Plan. This includes supporting the operational transformation associated with the reopening of Belmont Park and the consolidation of downstate racing operations. The position will work with department heads to develop necessary Belmont-specific processes, with an emphasis on creating and documenting procedures required for HISA compliance.

Additional responsibilities include supporting the Racetrack Risk Management Committee, submitting HISA-required reports, and assisting with annual HISA accreditation audits.

Essential Functions:

Standard Operating Procedure Development
• Lead efforts to develop, document, implement, and maintain Standard Operating Procedures (SOPs) across NYRA departments.
• Partner with department leaders to create or standardize operational processes and ensure consistency across business functions.
• Document workflows, responsibilities, escalation procedures, communication protocols, and compliance requirements.
• Review and update SOPs on a regular basis to ensure they remain accurate, effective, and aligned with business needs.
• Maintain all SOP files, ensure correct access to files are shared, and create supplemental documents to support training and onboarding.
• Create and maintain process inventories of SOPs for each department, and assess and prioritize needs and requests for additional SOPs.
• Ensure SOPs reflect regulatory obligations including those related to:
o New York State Gaming Commission regulations
o Horse Racing Integrity and Safety Authority (HISA) rules
o Internal NYRA operational policies and House Rules
Operational Analysis & Continuous Improvement
• Evaluate current operational workflows to identify inefficiencies, risks, or gaps.
• Develop systems for capturing institutional knowledge and operational documentation.
• Support the implementation of continuous improvement initiatives across the organization.
• Assist departments in identifying and adopting best practices to improve operational effectiveness.
• Analyze business processes and recommend improvements to enhance efficiency, consistency, and accountability.
Regulatory and Association Compliance
• Create SOPs, processes and policies to support HISA regulations and required practices.
• Assist with the HISA annual accreditation audit, including providing and developing supporting documentation.
• Solicit and collect updates or proposed new content for the NYRA House Rules.
• Coordinate NYRA House Rules Committee meetings, research and provide supporting information for proposed changes, and update the NYRA House Rules with approved changes.
• Communicate updated House Rules documents internally and externally.
Strategic Planning & Organizational Alignment
• Assist the Office of the CEO and senior leadership in implementing and tracking key initiatives contained within NYRA’s strategic plan.
• Identify opportunities for improved cross-department coordination and operational efficiency.
• Support organizational readiness efforts related to major operational changes and business initiatives.
Project Management & Implementation
• Support cross-functional projects involving multiple NYRA departments.
• Coordinate project timelines, stakeholder meetings, deliverables, and reporting.
• Assist in managing complex initiatives such as:
o Belmont Park operational planning
o Operational modernization efforts
o Process improvement initiatives
• Support special projects and executive initiatives as assigned.
• Provide project management support for ad hoc operational and strategic priorities across the organization.

Qualifications:

• Bachelor’s or Associate’s Degree required.
• 2–5 years of experience in project management, operations, consulting, business process improvement, or strategic planning.
• Experience developing operational documentation, process maps, or Standard Operating Procedures required.
• Experience working in complex operational environments such as sports venues, racing organizations, entertainment venues, hospitality operations, construction-related operations, or regulated industries is highly desirable.
• Demonstrated ability to work independently while managing multiple priorities and stakeholder groups.

Summary of Physical Requirements and Work Environment:

This position is primarily sedentary in nature, including continuous computer work, primarily working indoors. The position requires continuous sitting and intermittent walking, standing, bending squatting and climbing.

Pay Range / Salary:  $84,615.38 - $100,000
