Overview:

The Business Systems Analyst will build and maintain relationships with employers in in-demand industries to strengthen connections between local businesses and the Office of Workforce and Career Development. This role focuses on understanding industry workforce needs, gathering labor market data, and fostering partnerships that support workforce development in Middlesex County. Working with the Job Developer and the Office of Workforce and Career Development staff, the Business Analyst aligns employer engagement efforts with career pathways and talent pipelines for job seekers in OWCD programs.  

 

The Office of Workforce and Career Development (OWCD) leads the design, delivery, and oversight of Middlesex County’s workforce system. As the administrator of WIOA Adult, Dislocated Worker, and Youth programs, as well as WorkFirst New Jersey (TANF, GA, SNAP, and ABAWD), OWCD provides eligibility, assessment, case management, supportive services, training coordination, and employment placement. The office ensures that all services align with state and federal requirements while maintaining a data-driven, compliance-focused operating model that supports residents in accessing skills, credentials, and career pathways in high-demand industries. Responsibilities: 

  1.  
  2. Industry Engagement & Relationship Building 
  • Establish, build, and maintain strong relationships with employers, trade associations, and industry partners within an assigned sector(s). 
  • Conduct outreach, including site visits, meetings, and presentations, to promote OWCD services and build employer trust. 
  • Serve as the primary point of contact for businesses within the assigned industry sector. 

 

  1.  Labor Market Research & Data Analysis 
  • Gather and analyze industry-specific labor market data, trends, and workforce needs. 
  • Identify in-demand occupations, skills gaps, and opportunities for industry-driven training partnerships. 
  • Provide regular updates and reports to inform the Division Head of Business Services. 

 

  1. Partnership Development 
  • Collaborate with educational institutions, training providers, and community-based organizations to build sector-specific workforce pipelines. 
  • Coordinate closely with the Job Developer to align the employer’s needs with the skills and goals of job seekers. 

 

  1. Business Support Services 
  • Assist businesses in accessing county-led career fairs, recruitment events, and customized hiring initiatives. 
  • Participate and aid the OWCD Team with career, partner, and pathways-related events. 
  • Promote participation in NJ DOL programs and other programs that will support workforce development throughout Middlesex County 

 

  1. Reporting & Compliance 
  • Document employer contacts, partnership activities, and outcomes in Business Services data systems. 
  • Track and report industry metrics, business growth, and partnership outcomes. 
  • Contribute to continuous improvement through employer feedback and analysis of performance data. 

  

  1. General 
  • Aid in maintaining all engagement platforms as directed by supervisor/management 
  • The position may require local travel to meet with clients, attend community partner meetings, and support job fairs and client career events. Flexibility for occasional evening hours may be necessary

Knowledge, Skills, and Abilities: 

  • Strong networking and relationship-building, and maintenance abilities 
  • Excellent communication and presentation skills 
  • Analytical mindset with the ability to translate data into actionable strategies 
  • Proficiency in Microsoft Office and CRM/client tracking systems 

Qualifications: 

  • EducationBachelor's degree in business administration, Workforce Development, Labor Relations, or a related field.  
  • Experience: Minimum of 2–3 years in business development, employer engagement, workforce/economic development, or industry relations.
  • Employment is contingent upon successful completion of a post-interview, employer-paid physical examination, drug screening, and background check, in accordance with applicable New Jersey and federal law.
  • This position requires New Jersey residency in accordance with R.S. 52:14-7 (New Jersey First Act).

The anticipated starting base pay for this position is:

  • $50,000-$55,000 per year, depending on experience and qualifications.
