OVERVIEW

Assignment

This contract Business Systems Analyst (BSA) 3 assignment will support ***'s (BPA's) Operational Technology Services Work Planning & Delivery organization (JIM). This assignment performs systems analysis, interfacing with users to support functional requirements development, analysis of tools and techniques to support the development of systems, troubleshooting, analysis, performance monitoring and improvement of systems used by the Operations functions. This assignment will work closely with the Project Manager (PM) and other BSAs who are working on the day-to-day deployment of major software, telecommunication, cyber security, infrastructure and virtualization projects to ensure there is continuity and coordination.

Organization

Operational Technology Services Work Planning & Delivery is responsible for providing Operational technology support services including Work Planning & Delivery, Procurement Management and Process Management reporting to the Internal Operations Manager. The ideal candidate will have excellent communications skills and the ability to provide hands-on leadership to technical teams.

ASSIGNMENT RESPONSIBILITIES

Note: All official drafts, documents and recommendations, as listed below, must be reviewed, finalized and approved / accepted by appropriate BPA manager or other federal personnel with the authority to do so.

Supporting Requirements Development:

Conduct interviews and facilitate workshops to elicit application requirements.

Research, analyze, model and organize information for developing requirements.

Decompose high-level information into details and abstract up from low-level information to distinguish between solution ideas and application needs.

Facilitate requirements validation sessions, identify gaps and present findings.

Resolve requirement conflicts between stakeholders.

Research, document, and validate current and future state processes and designs (functional and technical)

Help define approach, alternatives, and decision framework for alternative solutions analyses.

Help define and execute business analysis approaches.

Assess and document descriptions of complex technical systems

Solution Development and Proposal:

Facilitate design sessions, key decisions, team meetings, sponsor meetings, and stakeholder engagement sessions

Facilitate/assist in technical process improvement initiatives.

Research and develop methods to automate repetitive manual data manipulations.

Complete all documentation in support of the solution, including use cases, requirements, test plans, process maps, and desk procedures.

Assist in the development of Business Cases/Justifications for the identified improvement opportunities and present the proposed solutions in both verbal and written formats to key stakeholders and sponsors.

Solution Build:

Prepare functional and technical documentation for hand-off to IT workgroups.

Work closely with IT development teams to encourage a smooth build.

Draft documentation for user and operational manuals and compliance.

Create queries and reports for extracting, manipulating, and reporting business architecture-related information.

Proactively communicate key updates and documents to team members, sponsors, and stakeholders

Support project manager in the maintenance of project information including scope, status, schedule, budget, forecast, risks and issues, resources

Support project manager in the coordination of BPA teams contributing to the project

Implementation and Change Management:

Support development and implementation of change management plans that reduce employee resistance and empower management as change sponsors.

Facilitate various system verification activities such as systems and user testing.

Facilitate system and data integration efforts to connect disparate systems that have various levels of technical maturity.

Solution Maintenance:

Provide first line technical support to business users of the developed solutions.

Complete and improve user manuals, onboarding and training documentation.

Analyze solutions and business practices for efficiency and effectiveness. Based on the analyses, initiate continuous improvement initiatives.

Promote the adherence to the Operational Technology Systems Life Cycle (OT SLC) processes:

Work with team members to verify assigned project(s) follow the OT SLC process and complete the process steps and required artifacts.

Interview Subject Matter Expert's and prepare drafts of OT SLC artifacts

Facilitate reviews and incorporate feedback on OT SLC artifact drafts.

Obtain Project Sponsor feedback and final approval of SLC artifacts.

REQUIREMENTS

Education & Corresponding Experience (required on matrix)

A degree in Information Technology, Technical Management, Information Management, Engineering, Business Systems, Computer Science or a directly related technical discipline is preferred.

10 years of experience is required with an applicable Associate's degree.

8 years of experience is required with an applicable Bachelor's degree.

12 years of experience is required without a degree.

Experience should be consistent with the specific requirements of business systems analysis and progressively more technical in nature.

Required Technical Skills & Experience (required on matrix)

Advanced knowledge of Visio and/or other flowchart tools.

Expert proficiency in Excel, PowerPoint and Word.

Utilizing requirements management tool.

Expert knowledge in supporting full lifecycle of projects through the IT Systems Development Lifecycle

Attendance at all conferences, workshops, training, etc. must be pre-approved by SLMO. Requests will be reviewed on a case-by-case basis. Approval is subject to the most current guidance provided to SLMO by BPA or DOE and is subject to change at any time. SLMO reserves the right to negotiate attendance on billable/non-billable hours and reimbursement of travel costs with the supplier. Reimbursable travel costs must adhere to the Federal Travel Regulations and be submitted via an expense sheet in Fieldglass.

CLOSELY ASSOCIATED RESPONSIBILITIES & REQUIRED ASSOCIATED MITIGATION MEASURES

CFTE may assist with HR functions per established procedures, processes and guidelines (e.g., timekeeping).

All work products must be reviewed and finalized by appropriate federal employees.

Policy Development

BPA's process for Policy development includes multiple levels of federal review prior to acceptance / adoption.

Interpretation of Policy/Regulations

Only BPA federal employees may determine the applicability and interpretation of regulations.

CFTE are not permitted to "interpret” regulations for or on behalf of BPA. Regulations are interpreted by federal personnel and communicated via standards, guides, policies and processes.

Representing BPA

Contract workers are required to identify themselves and their employer in signature blocks, in introductions and have a nameplate outside their cubicle.

CFTE must receive written VP approval to represent BPA at outside events, such as workshops, seminars or conferences.
