Position Description:

CGI Federal has an exciting opportunity for Business Systems Analysts within our Intel sector advancing the national security mission through cutting edge technology. You must have a passion for keeping pace with rapidly evolving technology advancements and leveraging your knowledge on a highly collaborative team to deliver state-of-the-art capabilities.

The Business Systems Analyst acts as a simple bridge between business departments and IT teams. They assist with shadowing processes, writing simple instructions, and helping users solve basic technical issues.

CGI Federal is growing its high-performance team whose members share a passion for building high-quality, scalable, advanced IT solutions in a collaborative, fast-paced, outcome-driven mission.

This position is located in our Arlington office; however, a hybrid working model is acceptable.

Your future duties and responsibilities:

Key Responsibilities (Entry Level)

  • Shadowing & Process Mapping: Help observe how daily tasks are done and create simple, easy-to-read workflow diagrams (like a step-by-step guide).
  • Requirements Gathering: Assist senior team members in asking questions to find out exactly what the business needs.
  • Documentation: Write and update simple instruction manuals, user guides, or project notes for employees.
  • User Testing: Help staff test new software features and write down any bugs or issues they encounter.
  • User Support: Act as the first point of contact for basic technical or system questions, passing complex issues to the IT department

Key Responsibilities (Junior Level)

  • Requirements Gathering: Collaborate with departments to understand business needs and document clear, functional, and technical specifications.
  • System Optimization: Evaluate existing software systems and recommend enhancements, automation opportunities, or replacements to improve efficiency.
  • Quality Assurance (QA): Develop test plans, draft test cases, and conduct User Acceptance Testing (UAT) to ensure solutions are bug-free before deployment.
  • User Support: Provide frontline technical assistance, create system documentation, and train end-users on how to successfully adopt new functionalities.
  • Liaison Duties: Act as the main point of contact between business units, IT developers, and external software vendor

Key Responsibilities (Mid Level)

  • Requirement Translation: Gather and document business requirements, translating them into detailed functional specifications, user stories, wireframes, and process diagrams for development teams.
  • System Configuration & Support: Perform moderately complex system configurations, troubleshoot software issues, and support enterprise applications.
  • Stakeholder Liaison: Facilitate communication and build trust between business units, vendors, and technical teams (e.g., API developers, UI/UX, Data Engineers).
  • Quality Assurance & Testing: Develop test scripts, lead User Acceptance Testing (UAT), and validate that the final product aligns with business and quality standards.
  • Process Optimization: Analyze current business processes, identify inefficiencies, and define future-state workflows to improve productivity and save costs.

Key Responsibilities (Senior Level)

Strategic & Enterprise Analysis

  • Lead enterprise-level analysis of business objectives, navigating highly complex, multi-agency, or global programs.
  • Translate broad, strategic business problems into actionable, technical, functional, and non-functional requirements.
  • Conduct process re-engineering, design, and simulation to drive efficiency, cost savings, and operational modernization.

System Architecture & Integration

  • Oversee the design, development, and implementation of complex, highly integrated software solutions.
  • Define data rules, map complex systems architecture, and implement quality control methods to ensure database and system integrity.
  • Evaluate new cloud technologies, AI-augmented workflows, and third-party vendor solutions to solve intricate business challenges.

Project & Change Management

  • Manage end-to-end system development life cycles (SDLC), coordinate User Acceptance Testing (UAT), and ensure quality assurance.
  • Act as the ultimate liaison between business stakeholders, external vendors, and IT development teams.
  • Proactively manage scope, identify potential project risks, and design mitigation and recovery plans.

Leadership & Mentorship

  • Function as a top-tier Subject Matter Expert (SME) and internal consultant across multiple business areas and data domains.
  • Lead, mentor, and train lower-level analysts (BSA I/II) in system analysis, methodologies, and best practices.
  • Provide lead work direction and ensure accountability for cross-functional project results

Key Responsibilities (SME Level)

  • System Architecture: Design and optimize complex, multi-platform, interdepartmental IT systems that align with long-term enterprise strategies.
  • Enterprise Integration: Manage and troubleshoot mission-critical software solutions, including data exchanges with external, federal, or state environments.
  • Advanced Analysis & Modeling: Synthesize highly complex data and business processes to define system scopes, objectives, and detailed functional specifications.
  • Leadership & Governance: Act as the strategic liaison between IT, executive leadership, and vendors. Oversee junior analysts, manage project timelines, and supervise the systems development life cycle (SDLC).
  • Risk & Compliance: Assess the impacts of automation, monitor system key performance indicators (KPIs), and ensure compliance with security and regulatory standards

Entry-Level:

  • Education:

o High School Diploma/GED with 4 years of relevant experience,

o Associates Degree with 2 years of relevant experience,

o or Bachelor's Degree with 0 years of relevant experience

  • Communication: Ability to clearly explain basic tech concepts to non-technical staff and business needs to developers.
  • Critical Thinking: Logical problem-solving skills to understand why an existing process might be broken.
  • Tech Familiarity: General understanding of basic computer systems, Microsoft Office, and willingness to learn company-specific software.
  • Documentation: High attention to detail for writing clear notes and reports

Junior Level/Moderate:

  • Education:

o High School Diploma/GED with 6 years of relevant experience,

o Associates Degree with 4 years of relevant experience,

o Bachelor's Degree with 2 years of relevant experience,

o or Masters Degree with 0 years of relevant experience

  • Analytical Thinking: Strong problem-solving skills with the ability to map out workflows, data models, and complex business processes.
  • Technical Aptitude: Understanding of software development methodologies, database concepts (e.g., SQL), and standard business applications (e.g., CRM, ERP).
  • Communication: Exceptional interpersonal skills to negotiate, resolve issues, and present findings to management.

Mid-Level/Complex:

  • Education:

o High School Diploma/GED with 8 years of relevant experience,

o Associates Degree with 6 years of relevant experience,

o Bachelor's Degree with 4 years of relevant experience,

o or Masters Degree with 2 years of relevant experience,

o or PhD with 0 years of relevant experience

  • Technical Skills: Familiarity with Agile and Waterfall methodologies, system mapping, and project management tools like Jira. Hands-on experience with SQL, API structures, or Enterprise CRM/ERP systems is highly desired.
  • Soft Skills: Strong analytical problem-solving, exceptional meeting facilitation, and the ability to explain complex technical trade-offs to non-technical stakeholders.

Senior Level/Exceptionally Complex:

  • Education:

o High School Diploma/GED with 10 years of relevant experience,

o Associates Degree with 8 years of relevant experience,

o Bachelor's Degree with 6 years of relevant experience,

o or Masters Degree with 4 years of relevant experience,

o or PhD with 2 years of relevant experience

  • Technical Acumen: Deep understanding of enterprise architectures, databases, ERPs (like SAP), and API integrations. Proficiency with analytical tools, cloud environments (AWS), and querying languages (e.g., SQL).
  • Soft Skills: Exceptional executive-level communication, negotiation, and conflict-resolution abilities. Proven capability in strategic decision-making and cross-functional leadership.

SME Level/Exceptionally Complex:

  • Education:

o High School Diploma/GED with 12 years of relevant experience,

o Associates Degree with 10 years of relevant experience,

o Bachelor's Degree with 8 years of relevant experience,

o or Masters Degree with 6 years of relevant experience,

o or PhD with 4 years of relevant experience

  • Advanced knowledge of System Development Life Cycle (SDLC) models (Agile, Scrum, Waterfall).
  • Proficiency in process modeling tools (e.g., Visio, Lucidchart) and data analysis.
  • Experience with enterprise architecture, APIs, cloud computing, and relational database concepts

The determination of this range includes various factors not limited to skill set, level, experience, relevant training, and licensure and certifications. To support the ability to reward for merit-based performance, CGI typically does not hire individuals at or near the top of the range for their role. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $89,600.00 - $204,000.00.
