What You Will Do

The Program Office for LANL's Project Nexus serves as the central hub for overseeing the successful implementation of the enterprise resource planning (ERP) transformation. The Program Office is responsible for coordinating all project activities, including planning, execution, and monitoring, ensuring alignment with business objectives. It also manages risk, budget, and timeline adherence. Working closely with stakeholders across the Laboratory, the Program Office provides governance, integration, and oversight to ensure successful delivery of modernized business processes and systems that support the Laboratory's mission. This position, in addition to the Program Office, will reside within ALDBUS-ERP and report to the Project Nexus PMO Program Director.

As the Business Systems Program Manager, reporting to the Project Nexus PMO Program Director, you will own the Finance, Payroll, and HR workstreams from planning and design through implementation and deployment.

Specifically, you will:

  • Develop and execute integrated work plans for your assigned workstreams, making decisions on sequencing, priorities, staffing, and pace of execution in alignment with overall program goals.
  • Direct the day-to-day work of implementation partners and subcontracted resources, ensuring deliverables meet quality expectations and are produced within approved scope, schedule, and budget.
  • Build and maintain trusted relationships with business owners in Finance, Payroll, and HR, the implementation partner, and the PMO.
  • Own the RAID log (risks, assumptions, issues, and dependencies) for your workstreams: identify, document, mitigate, and escalate appropriately.
  • Contribute to solution design, configuration, data migration, reporting, integration planning, and operational readiness activities in partnership with business and technical teams.
  • Provide regular, candid status reporting to the ERP Program Director, PMO leadership, and Laboratory stakeholders, including progress, decisions needed, and emerging concerns.
  • Support program governance, performance measurement, and milestone tracking, implementing corrective actions where needed.
  • Make safety and security an integral part of every task, maintaining required training and taking the necessary steps to stop work if continuing would be unsafe or compromise security.


At the Program Manager 3 level, you will demonstrate experience independently leading a major workstream or program of comparable scale, with authority over how the work was structured and executed, shaping workstream strategy across the full program lifecycle, resolving cross-workstream conflicts, and serving as a primary spokesperson to Laboratory senior management on workstream status, risks, and emerging issues.

What You Need

Minimum Job Requirements:

Program Manager 2 ($106,400 - $176,000)

  • Program/Project Management: Working knowledge of and experience in program or workstream management, including defining work scope, schedules, budgets, priorities, and performance milestones; developing cost, scope, and schedule baselines; reporting cost and schedule variance; and managing change control and risk.
  • Business Partnership: Experience partnering with Finance, Human Resources, Payroll, or comparable business organizations to define requirements, establish priorities, and align business objectives with program goals.
  • Vendor and Partner Management: Experience directing the work of consultants, implementation partners, or subcontractors and holding them accountable to quality, schedule, and budget commitments.
  • Risk and Issue Management: Experience maintaining and acting on RAID (risks, assumptions, issues, dependencies) processes, including developing mitigation strategies and escalating appropriately.
  • Communication: Demonstrated ability to communicate clearly with stakeholders at all organizational levels, facilitate decision-making, and deliver effective status reporting to leadership.


Education/Experience at the Program Manager 2 level: Position requires a bachelor's degree in a related field from an accredited institution and 5 years of directly related experience, or an equivalent combination of education and experience directly related to the occupation.

Program Manager 3 ($128,000 - $215,900)

In addition to the requirements above, qualification at the Program Manager 3 level requires:

  • Advanced Program Management Knowledge: Advanced knowledge of and successfully demonstrated experience in all aspects of program management, including baseline development, variance reporting, change control, and risk management on moderately large and/or complex programs impacting multiple stakeholders/organizations.
  • Autonomy and Latitude: Demonstrated ability to plan and execute programmatic work without considerable direction, exercising significant latitude in defining work breakdown structures and determining how deliverables are accomplished.
  • Strategic Relationships: Successfully demonstrated experience evaluating, developing, negotiating, and maintaining partnerships and strategic relationships with customers such as government agencies, implementation partners, or comparable external organizations, and serving as primary spokesperson to senior management on program status, expectations, and emerging issues.


Education/Experience at the Program Manager 3 level: Position requires a bachelor's degree in a related field from an accredited institution and 8 years of directly related experience, or an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:

  • Direct experience with a full-lifecycle ERP implementation (e.g., Oracle Cloud, SAP S/4HANA, Workday), particularly in Finance, HCM, or Payroll modules.
  • Experience supporting planning, design, testing, deployment, or operational transition of enterprise business systems, including data migration and integration activities.
  • PMP, PgMP, or equivalent program management certification.
  • Experience in a DOE/NNSA, national laboratory, federal, or other highly regulated environment.
  • Experience with organizational change management on large transformation initiatives.
  • Advanced degree in business, management, or a related field.
  • Active DOE Q clearance.

Work Environment:

Work Location: The work location for this position is hybrid and is located in Los Alamos. Hybrid is defined as working partially onsite/partially offsite but within 2 hours ground commute of this location. All work locations are at the discretion of management and can change at any time with appropriate notice. Expectations on reporting onsite is up to a couple days a week.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.
