Make an Impact Behind the Scenes at ITD

The Idaho Transportation Department (ITD) is looking for a Buyer to join our team at Headquarters in Coeur d'Alene, Idaho.

As a Buyer, you'll play an important role in helping ITD get the equipment, materials, supplies, software, and services needed to keep Idaho's transportation system moving. This position combines purchasing, research, problem-solving, vendor relations, and financial stewardship to ensure ITD receives quality products and services at the best value.

You'll have the opportunity to work with employees across ITD, research products and services, evaluate bids and proposals, negotiate solutions, and help ensure purchases comply with State purchasing laws, rules, and ITD policies.

This recruitment is being conducted at two levels, Buyer and Buyer Trainee. Only one position will be filled. Applicants must meet the minimum qualifications for the position to which they apply.

EXAMPLE OF DUTIES

• Research and process requests for the purchase and acquisition of equipment, materials, supplies, software, software licensing, and support for ITD Headquarters and districts.
• Prepare specifications and solicitation documents for goods and services while ensuring compliance with applicable laws, rules, and policies.
• Explain State of Idaho purchasing laws, rules, and ITD policies and procedures to vendors and ITD employees.
• Review and evaluate quotes and proposals and perform value analysis to determine the best overall value.
• Advise ITD employees regarding product updates, service availability, and specifications.
• Work with vendors and employees to resolve issues involving faulty products, incorrect orders, and other purchasing concerns.
• Ensure proper purchasing and recordkeeping procedures are followed.
• Create purchase orders and enter purchasing information into ITD's financial system.
• Ensure accurate and appropriate financial coding.
• Meet with vendors to learn about new products and services and share relevant information with ITD employees.
• Use an authorized purchasing card (PCard).

MINIMUM QUALIFICATIONS

Some knowledge of:

• Purchasing methods and procedures
• Lifecycle costing principles

Experience:

• Operating a personal computer
• Preparing specifications for bid
• Applying value analysis criteria to products and materials purchased

DESIRED QUALIFICATIONS

• Experience purchasing and/or using heavy equipment commonly used in transportation, such as snowplow trucks, trailers, loaders, and excavators.
• Customer service experience with the ability to listen, communicate clearly, and solve problems.
• Ability to effectively manage time with limited supervision, prioritize assignments, and meet the needs of multiple customers.
• Previous purchasing experience, including one or more of the following:
• o Using a PCard.

o Receiving and evaluating vendor quotes for requirements, pricing, and specifications.

o Issuing purchase orders.

o Applying purchasing laws and rules to make purchasing decisions.

o Utilizing open contracts.

• Experience reviewing RFPs, RFIs, invoices, purchase orders, formal bids, contracts, and requisitions for compliance with State policies and procedures.
• Forklift experience. This position will require the successful candidate to operate a forklift almost daily.
• CPPB or CPPO certification.
