Position Announcement

Come join us at Utah Valley University as a Buyer in our Procurement department! In this position, you will focus on procurement operations specifically for Facilities and Construction, managing the acquisition of essential equipment and services that keep our university thriving, and play a pivotal role in shaping our campus infrastructure. You will use your expertise to draft high-impact specifications for RFPs and formal bids, negotiate strategic purchase agreements, and serve as a key consultant for internal departments on cost-effective procurement strategies. Summary of Responsibilities

  • Reviews and analyzes requisitions and ensures that they are in accordance with relevant laws, policies, and requirements. Determines the appropriate method to process requisitions based on cost, time constraints, existing open contracts, and/or competitive bidding. Prepares, distributes, and follows up on purchase orders.
  • Writes bid specifications that comply with federal regulations, state statutes, and adequately describe the product or services needed. May independently develop and write Requests for Proposals RFP, Requests for Quotes (RFQs), and formal bids. Coordinates with internal and external customers to identify needs and refine specifications. Conducts bid openings and evaluates bids and proposals.
  • Liaises between vendors and internal departments and customers to ensure service, equipment, and supply needs are met. Advises internal departments on cost-effective procurement alternatives. Advises internal departments and employees on the interpretation of state and federal procurement laws and UVU policies and procedures.
  • May hire and supervise subordinate staff. May perform job-related financial functions. May be responsible for preparing, overseeing, and providing documents for audit purposes.
  • Identifies and selects vendors, conducts procurement processes, negotiates prices, terms, and delivery methods for the assigned area of procurement. Meets with sales representatives to develop new vendor sources, updates records, and secures demos for departments. Advises vendors on the interpretation of state and federal procurement laws and UVU policies and procedures.

Qualifications / Licenses / Certifications

Graduation from an accredited institution with a Bachelors degree in Business, Accounting, or a directly related field and two years of experience related to the summary of duties; OR a combination of education and/or experience related to the summary of duties totaling six years.

Preferred Qualifications:

Certified Professional Public Buyer (CPPB) or Certified Professional in Supply Management (CPSM) certification preferred.

Utah Valley University

Utah Valley University was established in 1941 as Central Utah Vocational School (CUVS) with the primary function of providing war production training. CUVS was part of the Provo School District located in south Provo. The institution received a state appropriation in March 1945 of $50,000 to operate for the 1945-1947 biennium. In 1947, the school received funding as a permanent state institution. A new site for the school was acquired on University Avenue in Provo in 1948; in the 1952, the state appropriated funding for the first construction on that site. As enrollments grew, the state acquired over 185 acres in southwest Orem and the first building was completed in 1977. Today, the University’s facilities consist of a combined total of 412 acres with 50 buildings with campuses in Orem, Provo, and Heber City and property in Vineyard and at Thanksgiving Point in Lehi.
