General Purpose
The Capital Program Director oversees the City's Capital Program within the Department of Finance and Administration and in close coordination with the cross-departmental Capital Committee. This position is responsible for overseeing the strategic planning, development and administration of the City of Burlington General Fund Capital Plan. This includes but is not limited to planning for physical improvements or replacement of City owned capital assets, working with stakeholders to optimize and develop efficient financial strategies for annual and unexpected capital emergencies, and coordinating with the City's Asset Manager to maintain the best level of public service across all City assets.
The Capital Program Director is responsible for working with the Capital Committee and the Administration to develop and publish a multi-year Capital Plan, the Annual Capital Budget, the policies and procedures to implement the Capital Plan, and timely tracking and reporting of the financial status of the Capital Plan through collaboration with all General Fund Departments and their capital asset project managers to initialize project budgets, implement projects, and reconcile project budgets upon completion. The Capital Program Director provides project management guidance to those departments that do not have the expertise to develop or manage their capital projects.

Essential Job Functions
Capital Planning & Budgeting
Collaborating with the Capital Committee, responsible for the development of a 5-Year General Fund Capital Plan and annual Budget for the Mayor and Burlington City Council's consideration.
Develop and implement a system to prioritize Capital Projects in consultation with the Capital Committee made up of City Department Head Stakeholders. This includes the development of a scoring matrix for the evaluation of new/ongoing Capital Projects for use by the Capital Committee.
Develop goals, policies, strategies, and procedures to improve the City's Capital Improvement Program.
Provide recommendations to the Administration and City Council on where newly identified capital projects fit within the existing capital needs of the City.
Coordinate and collaborate with all City General Fund departments to develop capital plans and work with project teams to identify new opportunities for capital assets and projects and ensure they are integrated into the 5-year Capital Plan.
Evaluate issues, identify concerns, and recommend solutions to resolve capital project service needs.
Analyze data provided by the City's Asset Manager from the City asset management software to support prioritizing and planning of capital projects
Capital Funding
Work closely with CAO, Director of Finance, and the Grants Team to coordinate and evaluate funding resources to support the Capital Plan and annual budget.
Advocate for voter approval to support the implementation of the Capital Plan recommended by the Capital Committee and administration.
Work collaboratively with the City's accounting and finance divisions to develop and maintain proper accounting systems to support capital projects and budgets. Maintain capital budget and plan in City accounting system(s).
Provide financial and budget related information, including budgetary reviews, prepare budget statements and reports as needed (including all City audits).
Stakeholder Engagement
Advises and inform various members of the City Administration or elected officials on all matters related to the CIP Program.
Develop and maintain outreach materials that engage the public and other community stakeholders in the Capital Plan.
Serve as liaison to UVM and respond to issues and needs related capital asset infrastructure.
Project Management & Delivery
Develop a standard of practice that guides City Project Managers in the various phases of project development and implementation, including: the development of a scope of work, management of a project budget, value engineering principles, RFQ/P materials, contractor procurement, stakeholder engagement, permitting, bid documents, contractor/consultant oversight, submission of pay requisitions, quality control and project acceptance.
Plans and manages the implementation of priority capital projects through appropriate delegation, managerial support and work supervision.
Oversees the development of a standard of practice for project and product specifications with project managers and stakeholders.
Other Duties as Assigned
Serve as Tax Increment Finance Admin coordinator and representative for the DFA, including oversight of increment calculations. Develop policies/procedures for proper TIF accounting and project reporting. Ensure timely responses from the DFA during State Audits and VEPC annual reporting.
Oversee future evaluations of the City's impact fee program, to include updates and revisions of the Capital Plan, coordination of Department feedback, management of consultant time, successful Council adoption, and implementation of any new fee structures.
Serve as project manager for special projects assigned by the Mayor's Office, including but not limited to the proposed Community Health & Safety Building.
