Summary

Responsible for providing executive level support to the Capital Projects Leadership Team, supervising administrative staff and maintaining critical data ranging from performance measures to capital project status.
Essential Functions and Other Important Duties

DUTIES
- Development, implementation and ongoing management of operating budgets; prepares and assists with the presentation of the annual operating budget; assists managers in monitoring and analyzing program budgets; forecasts, prioritizes, and recommends funding levels for operational programs and capital improvement projects.
- Provides technical reporting support for the development of the Capital Improvement Plan (CIP) budget and monitors fund availability for CIP projects, manages necessary transfers.
- Responsible for creating and implementing administrative procedures and standards including but not limited to procurement, contract administration, user application support, operational reporting, and executive correspondence.
- Creates, edits, and/or approves the department's agenda items for the Public Utilities Board (PUB) and City Council. Makes final recommendations to the Capital Projects Leadership Team regarding all agenda items and serves as final approval in his/her absence.
- Develops, oversees and manages the department's performance management program; creates performance measures, creates report processes, coordinates with Technology Services and vendors, and regularly communicates with operation managers.
- Acts as the primary contract administrator for the department, prepares contract solicitation documents, including three- to five-year revenue and expenditure forecasts, contract specifications and scopes of work for the development of bids.
- Oversees the procurement of services and supplies for the department; ensures the adherence to procurement policies.
- Supervises the Capital Projects Administration Team.
- Manages and oversees complex projects, including technology, analysis and evaluations; prepares written reports as requested; conducts surveys and presents data as needed.
- Evaluates the performance of staff; interviews and selects employees for vacancies; recommends transfers, reassignments, terminations and disciplinary actions; plans, coordinates and facilitates employee training and development.
- Represents the department on committees and boards; attends City Council meetings.
- May act as liaison with local and/or state agencies; may represent or act as liaison with organizational and community groups.
SUPERVISORY/BUDGET RESPONSIBILITIES
- Select, train, supervise, and evaluate staff; recommend assignment/assignment change, retention, discipline, and dismissal.
- Develop, manage, and monitor budget; maintain accurate budget reporting; ensure that operations are cost-effective, and funds are managed wisely.

Job Requirements
EDUCATION, EXPERIENCE, AND LICENSES/CERTIFICATIONS
- Bachelor's Degree from an accredited college or university in business, public administration, or related field; and,
- Four (4) years' experience in administrative experience, including such areas as budget preparation, data gathering and analysis, and report writing or related field; and,
OR
- Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job.
