    Summary

    Under administrative direction, is responsible for researching and planning flood control and roadway capital improvement projects; assists the Engineering Services Manager with flood control and capital projects, roadway design, drainage design, and subdivision platting issues; reviews subdivision plats and flood plain studies; performs engineering design work; coordinates and supervises the work of Civil Engineering Assistants and Engineering Technicians; reviews project submittals from consulting engineers; coordinates development of contracts; supervises project design preparation; attends public meetings as required; supervises field investigations; and performs related duties as required.

    Duties and Responsibilities:

    • Supervises professional and technical employees in the development, design, construction and maintenance of public works projects 

    • Compiles construction data and coordinates development of contracts and project designs with engineering consultants, construction contractors, utility companies, land owners, developers, Texas Department of Transportation (TxDOT), the Metropolitan Planning Organization (MPO), other governmental agencies, and the general public 

    • Prepares technical reports and reviews comments regarding engineering studies, construction plans and specifications 

    • Conducts field investigations to evaluate engineering problems and recommends solutions 

    • Reviews plans for compliance with the appropriate code and engineering design standards 

    • Reviews design plans, project specifications and cost estimates; attends review meetings and identifies and solves design problems 

    • Monitors consultants' contract to ensure that the project remains on schedule and within budget 

    • Ensures right of way is acquired and coordinates acquisition activities 

    • Provides information regarding drainage/flood plain issues, roadway plans and subdivision platting to County personnel and the general public 

    • Advises other Public Works sections on matters related to technical engineering issues 

    • Prepares recommendations for section budget 

    • Performs related duties as required  

    Minimum Qualifications:

    • Graduation from an accredited college or university with a Bachelor's Degree in Civil Engineering or closely related engineering discipline, and four (4) years practical engineering experience including two (2) years civil engineering experience; or an equivalent combination of education and experience 

    • Considerable knowledge of civil engineering practices and procedures involving roadway and bridge plan design and /or flood plain management 

    • Skill in managing multiple projects simultaneously 

    • Ability to supervise technical and skilled employees; ability to communicate effectively, both verbally and in writing; ability to operate personal computer, peripherals, two-way radio and basic office equipment; ability to establish and maintain effective working relationships with co-workers, County employees, Elected/Appointed Officials, outside agencies, the news media and the general public 

    • Must be a Licensed Professional Engineer in the State of Texas or obtain within the first six (6) months of employment 

    • Must have a valid Class C Texas driver's license 

    • Must secure and maintain a favorable background investigation and clearance 

    • Must clear a pre-employment physical and a pre-employment drug screen test 

    • May be required to work more than 40 hours during the workweek

    Working Environment and Physical Demands: 

    • Generally working in indoor conditions 

    • Occasionally works outside with exposure to traffic, temperature extremes, rough terrain and flammable liquids 

    • Frequently moves items weighing up to 10-15 pounds 

    • Occasionally moves items weighing up to 50 pounds 

    • Occasionally moves about the office 

    • Frequently communicates with others; must be able to exchange accurate information 

    • Generally operates a computer and other office productivity machinery 

    • Positions self to perform essential functions 

    • Must be able to remain in a stationary position
