Job Title: CAPPS HR/PY Human Resources Analyst
Location: Austin, TX (Remote)
Duration: 12+ Months

Responsibilities:
Functional Expertise & Configuration
  • Module Management: Provide senior-level functional expertise for CAPPS HR/PY (Workforce Administration, Row-Level Security) in alignment with Texas state statutes and HR policies.
  • System Configuration: Design and execute functional changes using PeopleSoft features (Page & Field Configurator, Drop Zones, Event Mapping, AWE workflow) and maintain foundational system tables.
  • Functional Design: Author and review Functional Design Documents (FDDs) for system enhancements and break/fixes.
Technical & Reporting Administration
  • Technical Toolkit: Utilize Application Designer, Integration Broker (REST/SOAP), SQL, and SQR/BI Publisher to troubleshoot, maintain, and customize the environment.
  • Data & Reporting SME: Lead the end-to-end reporting lifecycle using PS/Query and SAP Business Objects, ensuring strict data governance and quality control.
  • Lifecycle Management: Manage environment updates, selective adoption, and data migrations using PUM, Change Assistant, and Elasticsearch.
Compliance & Operations
  • ACA Oversight: Manage the end-to-end generation, distribution, and electronic IRS filing of 1095-C forms within strict regulatory deadlines.
  • ITSM Support: Provide Level 2 Service Desk troubleshooting, manage ServiceNow/BOSSDesk incidents, and align all activities with ITIL principles and CPA processes.
  • Security & Accessibility: Enforce Texas multitenancy security, support annual SOC-1 audits, and ensure full WCAG 2.1 digital accessibility compliance.
Collaboration & Project Coordination
  • Stakeholder Liaison: Act as the central point of contact for 100+ CAPPS agencies, policy staff, and Tier 3 vendors, managing interdependencies with legacy systems (SPRS, HRIS).
  • Project & Cycle Leadership: Coordinate agency expansions, cyclic year-end processes, and legislative updates while mentoring junior analysts.
Required Skills:
  • Extensive knowledge and understanding of State of Texas applicable policies.
  • Extensive knowledge of federal labor laws.
  • Extensive technical skillsets needed with App Designer, Integration Broker, assorted SQR/SQL, BI Publisher, SAP Business Objects, etc. to support functional responsibilities.
  • Extensive knowledge and experience performing system configuration changes.
  • Extensive knowledge of security best practices, NIST standards, and multi-tenancy applicability for a statewide ERP instance.
  • Extensive Texas public sector experience, directly working for or supporting a large network (30 or more) of Texas state government agencies
  • Extensive experience creating and managing a strategic roadmap by combining strong planning skills, functional insight, and effective cross-functional communication
  • Extensive experience supporting the CAPPS HR/PY tower in PeopleSoft HCM version 9.2
  • Extensive familiarity with support tools such as PUM, Fluid and Elastic Search.
  • Experience performing functional project management activities in support of CPA's CAPPS program
  • Experience providing Tier 2 Service Desk Support for a large network (30 or more) of agencies with a Managed Services vendor providing Tier 3.
  • Experience supporting Priority 1 and Priority 2 incidents in coordination with the Major Incident Management (MIM) process.
  • Experience participating in Disaster Recovery exercises.
  • Experience preparing and presenting executive-level presentations.
  • Experience gathering and presenting applicable data in support of a variety of audits and open records requests.
  • Experience in interpreting contractual language and integrating it into daily workflows, while consistently holding vendors accountable to contractual requirements
  • CPA experience performing SQL actions needed to keep CAPPS and SPRS systems in sync
  • Experience preparing WCAG 2.1-compliant materials for distribution.
  • Knowledge of Information Technology Infrastructure Library (ITIL) principles and practices for IT activities such as IT service management (ITSM) and IT asset management (ITAM) that focus on aligning IT services with the needs of the business
  • Experience with and knowledge of production support activities for CPA's legacy Statewide Financial Systems
