Job Description:
The CAPPS Technology Operations Manager / Enterprise Architect provides executive-level technical leadership supporting the CAPPS (Centralized Accounting and Payroll/Personnel System) program. This position is responsible for enterprise architecture strategy, technical operations oversight, modernization initiatives, systems integration, vendor management, and operational excellence across a highly complex statewide application ecosystem.
The successful candidate will lead architecture governance, oversee managed service providers and outsourced technical teams, support large-scale digital transformation efforts, and ensure alignment between technology investments and business objectives. This role serves as a senior escalation point for critical production issues while driving strategic initiatives supporting Texas state agencies.
Key Responsibilities:
Lead enterprise architecture strategy and long-term technology roadmaps for CAPPS environments.
Provide executive-level leadership for CAPPS technical operations and modernization initiatives.
Manage complex application ecosystems supporting statewide financial and HR systems.
Oversee technical operations, production support, deployments, and service delivery.
Direct managed service providers and outsourced technical teams.
Develop and maintain strategic technology roadmaps aligned with business priorities.
Lead large-scale digital transformation, cloud adoption, and system modernization initiatives.
Ensure compliance with state technology standards, governance requirements, and security controls.
Provide architectural guidance for enterprise integrations and statewide technology initiatives.
Support CAPPS Central production and deployment activities supporting more than 100 agencies and multiple HUB environments.
Lead technical project management efforts supporting CAPPS programs and statewide initiatives.
Serve as a senior escalation point for critical production and operational issues.
Ensure adherence to SDLC, change management, and release management processes.
Collaborate with executive leadership, business stakeholders, vendors, and technical teams.
Develop technical strategies to improve system reliability, scalability, security, and performance.
Additional Responsibilities:
Conduct executive briefings, presentations, and stakeholder communications.
Evaluate emerging technologies and recommend strategic solutions.
Oversee vendor performance and ensure contractual compliance.
Support IT governance, audit readiness, and compliance initiatives.
Participate in procurement planning and technical specification development.
Lead continuous improvement efforts across operations and service delivery functions.
Support statewide financial and payroll system enhancement initiatives.

Education:
Bachelors Degree in Computer Science, Information Systems, Engineering, Business Administration, or related field.
Masters Degree preferred.
