    Description

    Our client is a respected mid-sized government technology company with deep roots across NOAA, the Department of Commerce, and the broader federal civilian science and technology market. They are hiring a Capture Manager who already understands this customer landscape and can turn established relationships, mission knowledge, and market intelligence into strategic wins.

    This role is built for someone who has spent meaningful time inside the NOAA and Department of Commerce ecosystem. You know the mission organizations, understand how opportunities take shape, recognize the major industry players, and have relationships across the customer and partner community.

    It is also an opportunity to step out of a large prime, where you may be one of dozens of capture managers competing for internal resources, and into a position where your pursuits directly influence the company’s growth. You will have direct access to executive leadership, a meaningful voice in bid decisions, and true ownership from opportunity identification through award.

    What You’ll Do

    • Identify, qualify, and lead strategic pursuits across NOAA and the Department of Commerce, with additional focus on adjacent federal civilian science, research, data, and technology agencies
    • Leverage your existing NOAA and Department of Commerce market knowledge to uncover opportunities, shape acquisition strategies, and position the company before requirements are formally released
    • Build and execute capture plans, win strategies, competitive assessments, customer engagement plans, and price-to-win approaches
    • Develop relationships with key stakeholders across NOAA line offices, Department of Commerce bureaus, acquisition organizations, program offices, and the surrounding contractor community
    • Manage opportunities through the full Shipley Business Development Lifecycle, driving disciplined progression through qualification, capture milestones, and gate reviews
    • Lead black hat reviews, competitive assessments, strategy sessions, and capture reviews designed to improve win probability
    • Monitor customer priorities, budgets, recompetes, acquisition forecasts, contract vehicles, and procurement trends across NOAA and Commerce
    • Identify and evaluate teaming partners, subcontractors, incumbents, and strategic alliances that strengthen the company’s position
    • Support proposal development by shaping win themes, discriminators, executive summaries, solution narratives, and customer-focused messaging
    • Translate customer mission needs into compelling technical and management approaches
    • Use AI-enabled tools to strengthen market research, opportunity analysis, competitive intelligence, content development, and proposal quality
    • Represent the company at NOAA, Department of Commerce, and industry events, conferences, customer meetings, and partner discussions
    • Maintain a qualified pipeline aligned with the company’s capabilities and growth objectives
    • Provide executive leadership with actionable customer, competitor, partner, and acquisition intelligence
    • Convert well-positioned opportunities into contract awards

    What You Bring

    • 8+ years of federal business development, capture management, account growth, or related experience
    • Deep professional experience supporting NOAA, the Department of Commerce, or both
    • A strong understanding of the NOAA and Commerce customer landscape, including mission priorities, organizational structures, acquisition patterns, contract vehicles, and major industry participants
    • Established relationships within the NOAA, Department of Commerce, and federal civilian contractor community
    • Direct capture experience with NOAA or Department of Commerce opportunities, ideally including pursuits you helped shape before the solicitation was released
    • Experience working at a large prime, mid-tier federal contractor, or established small business with mature capture and business development processes
    • A demonstrated record of pursuing and winning federal opportunities ranging from $10 million to $100 million or more
    • Familiarity with NOAA mission areas such as weather, climate, oceans, satellites, environmental data, scientific research, forecasting, and mission operations
    • Working knowledge of relevant technology areas, including cloud modernization, cybersecurity, data management, systems engineering, scientific computing, enterprise IT, software development, and mission operations
    • Hands-on experience applying the Shipley Business Development Lifecycle, including opportunity qualification, capture planning, win strategy development, competitive assessments, and gate reviews
    • Strong proposal development, technical writing, and content creation skills
    • Proficiency with CRM platforms, federal opportunity databases, and pipeline management tools
    • Experience using generative AI tools such as ChatGPT, Claude, Gemini, or Copilot to support capture, research, competitive analysis, and proposal development
    • Bachelor’s degree in Business, Engineering, Computer Science, Atmospheric Science, Management, or a related field
