Job Description

Iowa Workforce Development (IWD) is seeking a Career Planner to join our team at the IowaWORKS office in Denison, Iowa.

Position Details

  • Location: 504 Hwy 39 North, Denison, IA
  • Schedule: Full-time | Monday - Friday | 8:00 AM - 4:30 PM
  • Work Flexibility: Hybrid telework and alternate schedules available after six months of employment

Position Overview

Responsible for delivering comprehensive workforce and customer service support by assessing customer qualifications for job referrals and specialized services, while building strong relationships with employers and community partners. This role provides business planning assistance, recruitment support, and workforce solutions for organizations experiencing growth, restructuring, layoffs, or operational changes. The position also serves as a key resource for promoting IowaWorks programs and services through presentations, consultations, and direct customer engagement. Success in this role requires strong communication skills, the ability to work effectively with individuals from diverse backgrounds, and a commitment to providing exceptional customer service in a fast-paced environment.

Core Responsibilities

  • Oversee day-to-day operations by implementing state, local, and federal policies and procedures, with a primary focus on Career Services, Recruitment & Placement, and Home Base Iowa teams.
  • Facilitate regularly scheduled staff meetings, as well as special meetings when necessary.
  • Communicate program changes to staff and coordinate training opportunities to strengthen employee knowledge and skills as needed.
  • Provide backup support for Operations Managers.
  • Ensure adequate team coverage and workload distribution on a daily basis.
  • Adjust and balance workloads as staffing needs and operational demands change throughout the day.
  • Orient, train, and instruct employees within the Welcoming, Unemployment, Exploration, Career Services, Recruitment & Placement, and Home Base Iowa teams.
  • Contribute input for employee performance evaluations.
  • Make emergency operational decisions in the absence of the Service Area Manager.

What You'll Do

  • Perform essential unemployment insurance (UI) activities and services to clients for all IWD programs and services as well partner programs and services.
  • Data enter UI claim information as needed, providing BRI information and adjudicating issues as they arise.
  • Staff UI lab for claims taking and working with clients to problem solve UI claims issues.
  • Answer incoming phone line for claims issues and problems, resolving the problems and providing customer service to clients on the phone.
  • Provide forms for appeals and other partner agencies, directing customers to the appropriate location.
  • Provide staffing for Wage Verification when necessary.
  • Educate customers on services available at the IowaWORKS location.
  • Assist customers questions about employment opportunities and local employers.
  • Facilitate customers in using computers, tutorials, labor market information, educational options, career explorations, assist with creating resumes, and educate customers in the use of self-help services and assisted services available at the Workforce Center.
  • Coach job seekers on all aspects of the job search and assist customers to build their personal and job skills for the primary goal of successful employment.

Assist job-ready job seekers in obtaining employment opportunities.

  • Provide current labor market information to both job candidates and employers.
  • Deliver direct recruitment services to businesses seeking qualified employees.
  • Guide employers on effectively using the One Stop labor exchange system.
  • Identify and develop potential new employer partnerships for the Center.
  • Ensure Veteran preference standards are followed in job vacancy processing.
  • Participate in the development and implementation of customized recruitment strategies.
  • Conduct follow-up communication and provide ongoing support to job seekers and employers.
  • Utilize IWORKS to track, maintain, and update employer information.
  • Review, critique, and enter job postings into the Labor Exchange system.
  • Enter customer referrals into the IWORKS labor exchange system accurately and timely.
  • Network with businesses to assess hiring practices and identify workforce needs.

The successful candidate will provide:

  • Proficiency test and skill assessments.
  • Assist community organizations, businesses, and other agencies by providing labor market information, child labor form, USERRA and 9 in 1 posters, verification of work registration and wage verification, wage claim form.
  • Assist new businesses with job fairs/hiring events.
  • Promote employment events hosted at IWD and answer questions about employment opportunities and local employers.
  • Back up services and temporary reassignments for all Integration Teams to include career services, recruitment, and placement, and Home Base Iowa teams

Customer Service

  • Greet customers and direct them to the appropriate event, appointment, or service area.
  • Assist customers with gathering and entering information into the IowaWORKS membership and labor exchange system.
  • Conduct initial service triage to identify customer needs and refer them to the appropriate team or service.
  • Prepare and distribute service packets for members.
  • Provide first-day services and support to Veterans.

Travel is required.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Graduation from an accredited four-year college or university with a degree in any field.

2) Four years of full-time work experience in career services, teaching or training to improve skills, job coaching, providing human services to individuals in need, sales, customer service, call center operations, or human-resources-related services involving interviewing, reviewing job applications, conducting employment-related assessments, or job placement.

3) A total of four years of education and/or full-time experience (as described in number two), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.

4) Current, continuous experience in the state executive branch that includes twelve months of full-time work as a Workforce Associate.
