OVERVIEW

Under the direction and supervision of the Chief Academic Officer, the Career-Technical Education (CTE) Special Programs Coordinator provides leadership, programmatic oversight, and strategic coordination of the district''s Career-Technical Education program. The Coordinator serves as the district''s designated CTE leader responsible for state and federal program compliance, and fulfills the state-designated roles of Curriculum and Instructional Management Coordinator (CIMC) and Special Populations Coordinator (SPC) as defined by the North Carolina Department of Public Instruction and Perkins V requirements. The

Coordinator ensures compliance with NCDPI guidelines, federal Perkins V requirements, and local board policies while developing high-quality career pathways that prepare students for postsecondary education, industry credentials, military service, and workforce success.

The Coordinator collaborates with school administrators, teachers, business partners, community organizations, and postsecondary institutions to support student achievement and workforce readiness.

The Coordinator also provides oversight, direction, and support for instructional programs that generally fall outside traditional academic pathways. Special programs include, but are not necessarily limited to, Career and College Promise (CCP); virtual instruction through the North Carolina Virtual Public School (NCVPS) and the North Carolina School of Science and Mathematics (NCSSM); and Alternative Learning Programs. The Coordinator also holds responsibility for oversight of the English Learner program and staff. Additionally, the Coordinator supports the Chief Academic Officer in the oversight of curricular

programming, instructional quality, and compliance for district high school programs.

PROFESSIONAL RESPONSIBILITIES

The Career-Technical Education & Special Programs Coordinator:

Program Leadership and Administration

  • Coordinates, monitors, and supports the district''s CTE program and initiatives in collaboration with the Chief Academic Officer.
  • Develops and implements strategic plans aligned with district goals and state CTE priorities.
  • Monitors program effectiveness through data analysis, accountability measures, and continuous improvement processes.
  • Ensures compliance with federal, state, and local regulations governing CTE programs.
  • Coordinates the implementation of Career Clusters, Career Pathways, and Work-Based Learning opportunities.
  • Supports collaboration between traditional high schools and Isothermal Community College in the delivery of Career and College Promise (CCP) coursework.
  • Works with school administrators, counselors, teachers, and program providers to ensure effective enrollment and facilitation of instruction through NCVPS, NCSSM, and other approved online learning platforms.
  • Oversees and maintains compliance with all aspects of the English Learner support program.
  • Monitors and supports dual enrollment of private, parochial, and home school students in accordance with local and state board policies.
  • Provides oversight and support for Alternative Learning Programs in district middle and high schools.
  • Coordinates special events, facilitates multisite activities, and prepares required reports related to the programs and services within the scope of this position.
  • Prepares and delivers reports, programmatic updates, and informed recommendations to the Chief Academic Officer and Superintendent, and to internal and external stakeholders, including community agencies and organizations.
  • Supports the development, communication, interpretation, and application of policies adopted by the Rutherford County Board of Education.
  • Attends and engages in local, regional, and statewide meetings as a representative of the school district.
  • Facilitates the effective resolution of concerns expressed by students, families, and other stakeholders.

Curriculum and Instruction

  • Provides leadership in curriculum development, alignment, and implementation.
  • Supports instructional best practices that promote student engagement and achievement.
  • Ensures programs meet industry standards and support attainment of recognized credentials.
  • Facilitates articulation agreements and partnerships with community colleges and universities.
  • Promotes innovative instructional strategies responsive to emerging workforce trends.
  • Collaborates with the Chief Academic Officer to support curricular and instructional objectives across district high schools.

Personnel Management

  • Assists principals with recruitment, selection, supervision, and evaluation of CTE personnel.
  • Provides professional development opportunities for CTE teachers and staff.
  • Conducts meetings and training sessions to ensure program quality and compliance.
  • Fosters collaboration among CTE educators across schools and program areas.
  • Supervises and supports staff responsible for delivery of English Learner services.

Budget and Resource Management

  • Develops and manages local, state, federal, and grant-funded budgets.
  • Administers Perkins V and other CTE-related grants.
  • Oversees purchasing, inventory, and maintenance of instructional equipment and materials.
  • Ensures fiscal accountability and efficient use of resources.

Business and Community Partnerships

  • Develops and maintains partnerships with business, industry, workforce development agencies, military organizations, and postsecondary institutions.
  • Coordinates advisory committees to support program relevance and quality.
  • Expands internship, apprenticeship, job shadowing, and work-based learning opportunities.
  • Promotes CTE programs to students, families, and community stakeholders.

Reporting and Compliance

  • Prepares and submits required state and federal reports.
  • Maintains accurate records related to enrollment, credentials, assessments, and program performance across all programs within the scope of this position.
  • Monitors compliance with NCDPI CTE Essential Standards and accountability requirements.
  • Ensures equitable access to CTE programs for all students.

Curriculum and Instructional Management Coordinator (CIMC)

  • Manages and maintains the district''s CTE instructional resource library, including state-provided curriculum materials and equipment.
  • Coordinates teacher access to NCDPI-developed CTE curriculum resources and ensures their effective use across program areas.
  • Serves as the district liaison to the NCDPI CTE resource distribution network.
  • Supports CTE teachers in identifying, acquiring, and implementing high-quality instructional materials aligned to CTE Essential Standards.

Special Populations Coordinator (SPC)

  • Coordinates services and supports for special populations students in CTE programs, including students with disabilities, English Learners, students from economically disadvantaged backgrounds, and other populations defined under Perkins V.
  • Monitors disaggregated CTE performance data for special populations and develops improvement strategies to address equity gaps.
  • Ensures CTE programs meet all Perkins V equity, access, and compliance requirements related to special populations.
  • Serves as the district liaison between CTE and other special populations programs, including Exceptional Children, English Learner, and student support services.

The Coordinator successfully completes additional leadership and managerial duties as assigned by the Chief Academic Officer or Superintendent.

MINIMUM QUALIFICATIONS

Internal candidates for the position are strongly preferred. Applicants for the position must satisfy the following minimum qualification requirements:

Education

  • Bachelor''s degree required.
  • Master''s degree, educational specialist degree, or educational doctorate required for candidates qualifying under Pathway 2 below; master''s degree preferred for all candidates.

Licensure and Experience

Applicants must satisfy the requirements of one of the following two licensure pathways:

Pathway 1

  • Master''s degree.
  • Current North Carolina license in a CTE program area.
  • A minimum of five years within the past eight years of teaching, CTE Support Services, supervisory, or administrative experience. If qualifying on the basis of supervisory or administrative experience, a minimum of two years of that experience must involve supervising or administering Career and Technical Education programs.

Pathway 2

  • Master''s degree, educational specialist degree, or educational doctorate.
  • Current North Carolina principal license or school administrator license.
  • A minimum of five years within the past eight years of teaching, CTE Support Services, supervisory, or administrative experience, of which a minimum of two years must be in CTE programs.

ESSENTIAL KNOWLEDGE, SKILLS, AND ABILITIES

The Career-Technical Education & Special Programs Coordinator demonstrates:

  • Thorough knowledge of the principles and practices of effective educational leadership.
  • Thorough knowledge of North Carolina CTE policies, procedures, and accountability measures, including Perkins V legislation and grant management.
  • Thorough knowledge of applicable federal, state, and local laws, policies, regulations, procedures, and standards.

  • Thorough knowledge of administrative, managerial, and supervisory practices and techniques related to the effective leadership of CTE and special programs.
  • Thorough knowledge of methods and practices required for professional writing.
  • The ability to clearly convey information, including providing instructions, assignments, and/or directions to assistants, direct reports, and others.
  • The ability to record and deliver information, explain complex procedures, and follow oral and written instructions.
  • The ability to create and sustain effective working relationships with colleagues, business and industry partners, and members of the general public.
  • The ability to analyze data accurately and effectively apply technology skills to a variety of work-related tasks and activities.

PHYSICAL REQUIREMENTS

  • Regular travel between district schools, businesses, and partner organizations is required.
  • Availability for meetings and events outside normal working hours is required.
  • Ability to perform duties associated with standard office and school environments is required.

PERFORMANCE RESPONSIBILITIES

Performance will be evaluated in accordance with district administrative evaluation procedures and established goals for Career-Technical Education program effectiveness.

EMPLOYMENT TERMS AND APPLICATION INSTRUCTIONS

This is a full-time, 12-month position with an anticipated start date of July 1, 2026. The position is exempt from the overtime provisions of the Fair Labor Standards Act. Compensation is made in accordance with the State salary schedule, plus an applicable local supplement. The position qualifies for standard full-time employment benefits.
