POSITIONS IN THIS CLASSIFICATION ARE GRANT FUNDED UNDER THE CANNABIS AWARENESS SAFETY AND ENFORCEMENT ("CASE") PROGRAM THROUGH DECEMBER 31, 2031. ABSENT ADDITIONAL GRANT OR ALTERNATIVE FUNDING AFTER DECEMBER 31, 2031, POSITIONS IN THIS CLASSIFICATION WILL BE ELIMINATED. ADDITIONALLY, THE DUTIES OF THIS CLASSIFICATION ARE IN NO WAY INTENDED TO REPLACE OR ENCROACH UPON THE DUTIES OF ANY OTHER CLASSIFICATION REPRESENTED BY THE GENERAL UNIT OF THE CITY OF EL MONTE.
DEFINITION
Under general supervision, works within the Police Department's Community Relations Office to develop, coordinate, and implement community education, outreach, and engagement on public education initiatives through a variety of electronic and print media, with an emphasis on cannabis-related crime prevention, youth education, and community safety and awareness through social media platforms; participates in the development and implementation of crime prevention programs; serves as a primary liaison between the Department and the community on assigned areas; performs related work as assigned.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from assigned supervisory or management personnel. Exercises no direct supervision over staff.
CLASS CHARACTERISTICS
This non-sworn journey level classification is responsible for independently performing administrative duties in support of the Police Department, including primary support in the development and implementation of drug and alcohol education and crime prevention programs. Positions at this level exercise judgment and initiative in their assigned tasks, receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.

Education:
Equivalent to completion of the twelfth (12th) grade, supplemented by completion of college coursework in education, public health, communications, social work, or a related field.
Experience:
Two (2) years of experience performing administrative or field work in a law enforcement or educational setting that includes the development and implementation of a public education program or provides in-depth knowledge of drug and alcohol abuse and crime prevention programs.

PHYSICAL DEMANDS
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to maintain mobility, physical strength, and stamina to respond to emergency situations and accidents; vision to read printed materials and a computer screen; to operate a vehicle and patrol assigned areas of the City; and hearing and speech to communicate in person, before groups, and over the telephone or radio.
The job involves fieldwork requiring frequent walking or running or standing on uneven terrain, and climbing and descending structures to identify problems or hazards. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate police services equipment. Positions in this classification frequently bend, stoop, kneel, reach, and climb to perform work and inspect work sites. Employees must possess the ability to lift push, and pull materials and objects averaging a weight of 30 pounds, in all cases with the proper use of equipment and/or assistance from staff.
Positions also work in a secondary office or station environment, and use standard office equipment, including a computer.
ENVIRONMENTAL CONDITIONS
Employees work in outdoor conditions, and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, moving vehicles, and hazardous physical substances and fumes. Employees also work in an office or station environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
The principal duties of this class are performed in a field or police station environment with exposure to criminal offenders, mentally ill individuals, and persons potentially infected with communicable diseases.
