    The main purpose of this position is to plan, direct, and coordinate the delivery of community case management services for juveniles within an assigned county or geographic region. The incumbent provides leadership and guidance to Case Management Specialists, ensuring effective case management practices, coordination of services, and compliance with departmental policies and procedures. This position also serves as a key liaison with court personnel, legal representatives, law enforcement, agency partners, youth, and families to address case-related matters, communicate expectations, resolve concerns, and support successful case outcomes.

    Some key responsibilities of this position may include, but are not limited to, the following:

    ⢠Planning, directing, and coordinating the delivery of community case management services for juveniles within an assigned county or geographic region

    ⢠Supervising, assigning, and evaluating the work of Case Management Specialists to ensure effective case management operations

    ⢠Collaborating with representatives from the Stateâs Attorneyâs and Public Defenderâs Offices, courts, legal representatives, law enforcement, public and private agencies, and families to obtain and clarify information, explain procedures and expectations, coordinate services, and resolve concerns

    ⢠Reviewing case reports, recommendations, and related documentation to ensure accuracy, completeness, and compliance with departmental standards

    ⢠Providing guidance and direction to staff regarding case management practices, court-related matters, treatment services, and resolution of case concerns

    ⢠Coordinating court-related activities, including the preparation and presentation of case materials, staff recommendations, and placement considerations

    ⢠Communicating court decisions, directives, and other case-related information to appropriate DJS staff and external stakeholders

    ⢠Addressing operational issues, complaints, and service delivery concerns while promoting effective problem resolution

    ⢠Participating in staff meetings, conferences, training activities, and professional development opportunities related to juvenile justice services and case management practices

    ⢠Maintaining knowledge of current developments, policies, and practices related to juvenile delinquency services and community-based case management programs

    This position may require a flexible schedule, including evenings and weekends, and may operate under hybrid telework protocols to meet the needs of youth, families, and partner agencies.

    MINIMUM QUALIFICATIONS

    Education: A Bachelorâs degree from an accredited college or university.

    Experience: Three (3) years of experience providing case management services to emotionally or socially maladjusted, delinquent, victimized or exceptional juveniles in a community or residential setting.

    Notes:

    1. Candidates may substitute possession of an Associate of Arts degree in the social or behavioral sciences or criminal justice from an accredited college or university and two (2) years of experience providing direct services to children in a community or residential setting for the required education.

    2. Candidates may substitute possession of a Masterâs degree in the social or behavioral sciences or criminal justice from an accredited college or university for one (1) year of the required experience.

    3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Social Services classifications or Social Services specialty codes in the Social Science, Psychology and Welfare field of work on a year-for-year basis for the required experience and education.

    DESIRED OR PREFERRED QUALIFICATIONS

    The preferred candidate for this position may possess any of the following qualifications:

    • A Bachelor''s degree in a Social or Behavioral Science major (such as Criminal Justice, Sociology, Human Relations, Psychology, Child and Adolescent Studies or Social Work, or other closely related field)
    • At least one (1) year of supervisory experience in providing services to youth in a community or residential setting
    • At least one year of experience supervising lower-level Case Management Specialists in a community or residential setting

    LIMITATIONS ON SELECTION

    This recruitment is limited to current DJS employees only.

    LICENSES, REGISTRATIONS AND CERTIFICATIONS

    1. Employees appointed to positions in this classification are required to become fully certified by the Maryland Correctional Training Commission within 90 days of appointment and maintain certification while employed.

    2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operatorâs license valid in the State of Maryland.

    3. Employees in this classification that are employed at DJS Youth Centers may be required to complete a Board approved medication technician training program and possess a valid Maryland Board of Nursing (MBON) certification as a Medication Technician.

    SPECIAL REQUIREMENTS

    1. In accordance with the Correctional Services Article, Section 8-209 of the Annotated Code of Maryland, the Maryland Correctional Training Commission shall establish the minimum qualifications for probationary or permanent appointment of a Department of Juvenile Services employee in a mandated position. These requirements are listed in detail in the Code of Maryland Regulations 12.10.01.04, general regulations of the Maryland Correctional Training Commission, and include:

    U.S. Citizenship or Resident Alien status

    Must be at least 21 years of age

    A thorough background check, including fingerprinting and drug testing

    An oral interview, and

    Physical and psychological examinations.

    1. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.
