The City of La Habra is recruiting to fill the position of part-time Case Manager in the Employment and Training Division of the Community Services Department. This is a part-time position working approximately 28 hours per week. This position is grant-funded under the Workforce Innovation and Opportunity Act (WIOA) program and its duration is subject to continuation of grant funds. The Employment & Training Division's program hours are 9:00 a.m. to 6:00 p.m. with staff available to provide services for all hours of operation. Some weekend and after hours work may be required.

ABOUT THE CITY

City of La Habra is located at Orange Countys northernmost corner, La Habra today is 7.3 square miles, with a population of nearly 62,000. A quiet bedroom community, it is conveniently located within an hours drive of many beaches, mountain, and desert recreation areas. ABOUT THE DIVISION

The Employment and Training division, operating under the umbrella of the Orange County Youth Center, serves to train and prepare disconnected youth, ages 14-24, throughout the County of Orange, for entering the workforce by coordinating academic and occupational learning opportunities. Program participants are linked with businesses, post-secondary education, and community based organizations who, alongside program staff, provide them with training and guidance toward developing their career pathway and achieving self-sufficiency.

ABOUT THE POSITION

Under administrative direction, this position is responsible for recruitment, program-eligibility determination, career counseling, job development, placement, local business coordination, and other duties associated with the administration of employment and training programs.

Examples of Duties

  • Responsible for the outreach and recruitment of Orange County youth for enrollment into the Workforce Innovation and Opportunity Act (WIOA) Youth Employment Program.
  • Provide support to each youth in social, emotional, and intellectual development.
  • Perform program orientation for local youth, community and faith based organizations, schools, parents, businesses, as well as attend community outreach events.
  • Establish strong professional relationships with employers, clients, and culturally diverse adult and youth populations.
  • Determine eligibility of customers according to Federal, State, and local WIOA policies and procedures.
  • Schedule and conduct workshops including Work Readiness and various re-employment services workshops (e.g. resume and cover letter writing, interviewing skills, coping with job loss/crisis management, job search techniques, keeping your job, etc.).
  • Administer assessments to assist in creating an objective assessments and an Individual Service Plan for each participant.
  • Provide intensive file and case management assisting participants in overcoming barriers that inhibit success in education, employment or training.
  • Collect and enter data into the statewide CalJOBS system.
  • Develop jobs in private and public sector to create employment opportunities for youth.
  • Develop an understanding of program performance goals and apply the knowledge to achieve positive outcomes.
  • Attend all scheduled staff meetings, training sessions, and conferences.
  • Travel as required to training sites and outstations for coordination of program activities.
  • Perform related duties as assigned.

Supplemental Information

EDUCATION/TRAINING/EXPERIENCE

Experience and/or education providing the qualifying knowledge, skills, and abilities. A bachelor's degree or college coursework in psychology, education, sociology or related human-services field is preferred. One year of experience with the Workforce Innovation and Opportunity Act (WIOA) programs, or social-service programs is preferred. Bilingual (English/Spanish or English/Vietnamese) is desirable.

LICENSE OR CERTIFICATE REQUIREMENTS

Position requires a valid California Class C driver's license.

SPECIAL REQUIREMENTS

The Employment and Training Division has workforce offices throughout Orange County. Case Managers will be stationed at one of our office locations in Laguna Niguel, Orange and Santa Ana. The position may require extensive driving to meet with participants, set up participant job sites, and perform outreach and recruitment. Reliable transportation and proof of current automobile insurance must meet the City's policy. Some weekend and after-hours work may be required.

PHYSICAL QUALIFICATIONS

The physical demands are representative of those that must be met by an employee to successfully perform the function of this position. Reasonable accommodations may be made to enable individuals with disabilities to perform these functions.

Hand-eye coordination is necessary to operate various pieces of office equipment. Specific vision abilities required by this job include vision and the ability to adjust focus. While performing the duties of this job, the employee is occasionally required to:

  • Operate a motor vehicle.
  • Stand, walk, sit, stoop, kneel, crouch and crawl.
  • Climb, balance, bend, twist and reach.
  • Feel, talk and hear (normal range in normal office environment, corrected or uncorrected).
  • Lift, carry, push/pull up to 25 pounds.
  • Work under time pressures such as frequent "rush" jobs, urgent deadlines etc.
  • Work under distractions such as telephone calls emails and other disturbances.
  • Perform repetitive activities (calculating, keyboarding and writing).

WORK ENVIRONMENT

  • Work is primarily performed in an office setting, but employee may be required to conduct case management and/or attend meetings at various locations throughout Orange County.
  • The employee is occasionally required to encounter unpleasant social situations (i.e. dealing with irate or disturbed individuals).
  • The Employment & Training Division's offices are open 8:00 a.m. to 6:00 p.m., with staff available to provide services for all hours of operation. Some weekend work hours may be required.
