    The successful candidate for this position will be a 1099 contractor with Music Ministry International and be responsible for the following:

    1.1. GENERAL:

    This is a non-personnel services contract to provide a Catholic Religious Education (RE) Coordinator

    service to Wright Patterson Air Force Base (WPAFB), Ohio. The Government shall not exercise any

    supervision over the contract service providers performing the services herein. Such contract service

    providers shall be accountable solely to the coordinator who, in turn, is responsible to the Government.

    1.2. SCOPE OF WORK:

    The Coordinator shall provide labor and management to support all outlined responsibilities as listed in

    accordance with the Job description. The Coordinator shall coordinate Catholic Religious

    Education for the Wright-Patterson AFB Catholic faith community and serve as the primary resource

    person, advisor, and coordinator for the program. The program includes Parish School of Religion for early

    childhood through Grade 12, adult faith formation, Catholic youth formation, and preparation for Baptism, Penance and Reconciliation, First Holy Communion, Confirmation, and the Order of Christian Initiation of Adults. The Coordinator shall coordinate with the Catholic Priest, Wing Chaplain, Director of Faith Formation, and other designated Chapel personnel. Catholic doctrine, sacramental requirements, and curriculum remain under the ecclesiastical authority of the Catholic Priest. Tasks not specifically outlined in this JOB DESCRIPTION shall be considered voluntary and will be performed at no cost to the government.

    1.3. PERIOD OF PERFORMANCE:

    The period of performance shall include one (1) base year plus four (4) option years.

    2.1. DUTY HOURS:

    a. The Catholic Religious Education (RE) Coordinator shall provide 25 hours of service per week,

    including office hours, Sunday and weekday programs, meetings, preparation, volunteer training,

    registration, special events, and administrative duties required by this JOB DESCRIPTION.

    b. The coordinator shall provide at least fifteen office hours per week during regular Chapel duty

    hours, normally 0800–1600, Monday through Friday. The coordinator hours of service may be distributed

    based on the approved religious education calendar. Work beyond 25 hours in a week shall not result in

    additional compensation unless authorized by written contract modification.

    c. The coordinator shall provide the regular schedule to the Catholic Priest and notify the Catholic

    Priest of material changes.

    2.2. DESCRIPTION OF SERVICES:

    a. The Coordinator shall coordinate Catholic Religious Education for the Wright-Patterson AFB

    Catholic faith community and serve as the primary resource person, advisor, and coordinator for the

    program. The program includes Parish School of Religion (“PSR”) for early childhood through Grade 12,

    adult faith formation, Catholic youth formation, and preparation for Baptism, Penance and Reconciliation, First Holy Communion, Confirmation, and the Order of Christian Initiation of Adults. Catholic doctrine, sacramental requirements, and curriculum remain under the ecclesiastical authority of the Catholic Priest.

    2.3. GENERAL RESPONSIBILITIES

    a. The Coordinator shall provide Catholic Religious Education (RE) Coordinator services to

    WPAFB, Ohio. The Coordinator shall coordinate all aspects of the Catholic Religious Education program

    and maintain an annual calendar for PSR, sacramental preparation, adult formation, youth formation, parent sessions, volunteer training, and special events.

    b. The coordinator shall meet regularly with the Catholic Priest or designated Government

    representative to review program status, needs, and effectiveness.

    c. The coordinator shall attend Sunday PSR and scheduled weekday, evening, sacramental

    preparation, youth, and special programs as needed to meet this JOB DESCRIPTION.

    d. The coordinator shall plan and conduct annual registration, maintain student rosters and attendance

    records, and communicate approved schedules and requirements to parents and guardians.

    e. The coordinator shall maintain positive working relationships with parents and guardians. Refer

    doctrinal questions, sacramental eligibility, privileged communication, suspected abuse, or serious safety concerns to the appropriate Catholic Priest or Government representative.

    f. The coordinator shall recruit, train, support, and coordinate grade-level coordinators, catechists,

    substitute catechists, classroom assistants, administrative volunteers, and youth volunteers.

    g. The coordinator shall schedule staff meetings and provide initial and annual volunteer orientation.

    Ensure catechists receive periodic evaluation and feedback.

    h. The coordinator shall ensure at least one Catholic youth formation session or activity is offered

    each month. When middle school and high school programs operate separately, provide at least one monthly session or activity for each age group.

    i. The coordinator shall oversee the program budget and submit items for purchase when needed.

    Duties to include preparing annual budget, submitting purchase requests and facility requests as well as

    coordinating the ordering of supplies and distribution of program curriculum within Government

    established timelines.. The Coordinator shall not obligate Government funds or place an order without

    authorization.

    j. The coordinator shall review proposed curriculum and instructional materials for Catholic

    suitability and obtain ecclesiastical approval from the Catholic Priest before use.

    k. The coordinator shall maintain current program i.e. recruiting volunteers, training students and

    volunteers, helping students and volunteers complete background checks and financial support records for Government review.

    l. The coordinator shall comply with applicable laws, Department of Defense and Department of

    the Air Force policy, Wright-Patterson AFB requirements, Chapel operating instructions, information

    protection rules, emergency procedures, and professional conduct standards.

    2.4 SPECIFIC RESPONSIBILITIES

    a. The coordinator shall coordinate office hours with the Catholic Priest. to meet Para 2.1

    requirements.

    b. The coordinator shall prepare and submit an annual program budget to the Catholic Parish Pastor

    or his/her delegate in accordance with Air Force and Chaplain Corps policy and directives.

    c. The coordinator shall order and distribute all curriculum, equipment, and supplies required to

    support the RE Program.

    d. The coordinator shall schedule and facilitate RE staff meetings.

    e. The coordinator shall attend monthly Catholic Parish Advisory Council (CPAC) meetings.

    f. The coordinator shall help the chapel staff in coordinating and initiating annual background checks

    on all teachers, substitute teachers, and helpers over 18 years of age.

    g. The coordinator shall provide volunteer management and child safety requirements as needed by

    the Chapel staff to include recruit, train, and supervise volunteers for all Catholic Religious Education

    programs and ensure all planned programs have adequate volunteer support, & volunteer to child ratio

    is within DoD and Air Force regulations. The coordinator shall ensure volunteers meet all DoD & AirForce

    volunteer policy requirements to complete Chaplain Corps Volunteer Agreement For certifying their

    understanding of their roles and responsibilities as a volunteer and complete Chapel non-disclosure

    agreement to certify understanding of privileged communication while volunteering in religious programs.

    The coordinator shall ensure that all volunteer personnel, working in programs involving minors, have

    completed a Child Care Criminal History Background Check and comply with Line of Site Supervision

    (LOSS) requirements IAW DoDI 1402.05, Background Checks on Individuals in DoD Child Care Services

    Programs in the performance of their duties during Chaplain Corps programs. The coordinator shall create and maintain a master Catholic Religious Education program volunteer list with contact information and shall provide initial and annual orientation & training for program volunteers.

    The coordinator shall maintain a daily record of volunteer hours.

    h.  The total yearly working hours allotted for this position is 1300 hours including office hours.

    2.5 QUALIFICATIONS

    The coordinator shall meet the minimum qualifications listed below:

    a. Possess current catechist certification from a Roman Catholic diocese and at least two years of

    classroom experience as a catechist in a Catholic parish religious education program.

    b. Possess a master’s degree in education, teaching, theology, religious education, pastoral ministry,

    or a related field. Equivalent education and experience may be considered when an otherwise fully qualified applicant is not available.

    c. Demonstrate working knowledge of Roman Catholic doctrine, sacramental preparation,

    catechetical practice, and parish religious education.

    d. Demonstrate the ability to work within the Air Force Chaplain Corps pluralistic environment and

    communicate effectively with clergy, Chapel staff, volunteers, parishioners, parents, children, and youth.

    e. Demonstrate effective English verbal and written communication, basic office software skills,

    electronic scheduling, record keeping, and budget preparation.

    f. Meet all installation access, background investigation, and child-safety requirements.

    g. The coordinator shall submit a résumé and at least two professional reference letters.
