The California Department of Human Resources (CalHR) is seeking a strategic, collaborative, and innovative leader to serve as Chief of the Personnel Management Division (PMD). This executive-level position leads statewide programs and policies that influence how California departments classify positions, establish compensation, manage their workforces, and deliver critical public services.
As a key member of CalHR's executive team and a trusted advisor to departmental leadership, the Division Chief will set strategic direction for PMD, oversee complex classification and compensation initiatives, inform collective bargaining and legislative decisions, and cultivate strong partnerships with state agencies, labor relations professionals, and other statewide stakeholders. The Division Chief will also lead and develop a talented team committed to responsive consultation, sound policy, continuous improvement, and exceptional customer service.
The ideal candidate is an accomplished HR leader who brings deep knowledge of public-sector personnel administration, demonstrated success leading through complexity and change, and the ability to translate statewide priorities into practical, forward-looking solutions. Working Conditions
This position may be eligible for a telework opportunity in accordance with departmental policies and operational needs. Employees are currently required to work in-person at least four (4) days per week in alignment with Executive Order N-22-25. Additional in-office days may be required based on operational needs.

Special Requirements
To be considered for the position, candidates must submit an SOQ as part of their application package. The SOQ is a narrative discussion of how your education, training, experience, and skills qualify you for the position. The SOQ serves as documentation of each candidate's ability to present information clearly and concisely in writing. SOQs must be no more than four (4) pages in length and typed using no less than 12-point Arial font. The SOQ must address the following questions in the order listed below:
Provide examples to demonstrate your technical experience applying the principles, practices and application of civil service laws and rules related to personnel administration in a medium to large department.
Describe your experience overseeing and leading a wide range of personnel programs, services and multi-disciplinary staff. Include the number of years of managerial experience you possess.
Share your experience related to project management, including your role(s), ability to create project plans, achieve milestones, incorporate communication and change management principles and address challenges to ensure projects are completed timely and within scope. Include examples.
Describe your ability to influence and gain the confidence and support of executive leadership. Include examples to illustrate how you provide effective advice and obtain buy in on a wide range of administrative and operational matters and policies.
Share the approach you take to balance customer service, consultation and compliance when addressing the needs and challenges of customers and/or stakeholders whom you have supported in the areas of personnel management.
When completing your SOQ, do not provide a single, narrative response. Each question above must be addressed one at a time (i.e.: first provide a complete and independent response to Question #1, then a complete and independent response to Question #2, etc.) for consideration. Additionally, each response must be numbered and include the full text of the question being answered prior to each individual response to clearly indicate which question you are responding to.
Write your responses carefully. Initial evaluation of each candidate will be based on the content of the answers and written communication skills demonstrated on their submitted SOQ.
Resumes do not take the place of the SOQ. Candidates who fail to follow these requirements or who do not provide responses to the specific questions in the order listed may be disqualified from the selection process.

CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.
CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.
CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

Your performance in the examination will be compared with the performance of others who take this examination, and all successful candidates will be ranked according to their scores.
A minimum rating of 70% must be attained in the Examination to obtain list eligibility for this position. All candidates will receive written notification of their examination results.
