Job Description and Duties

The Department of Financial Protection and Innovation (DFPI) is seeking a Deputy Commissioner of Debt Collector Licensing (CEA Level B) to join our leadership team! Will consider all DFPI office locations headquartered in Sacramento, San Francisco, Los Angeles, or San Diego.

Under the general direction of the Senior Deputy Commissioner of the Consumer Financial Protection Division (CFPD), the Deputy Commissioner of Debt Collector Licensing will protect Californians from illegal and unscrupulous debt collection practices through supervision and monitoring under the Debt Collectors Licensing Act (DCLA).

Working Conditions

Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each full-time employee shall receive a reduction in pay in exchange for PLP 2025 leave credits, monthly. The salary range included in the job advertisement does not reflect the reduction in pay. Employees will receive a 3 percent reduction in pay in exchange for 5 hours of PLP 2025 per month.

This job requires reporting on site, however, telework may be available once established.

Sacramento Location: The Sacramento office is in the new state-of-the-art May Lee State Office Complex in Sacramento's River District, conveniently located next to Light Rail. On site parking available for a fee.

San Francisco Location: The San Francisco office is located in the heart of the financial district within walking distance to BART and restaurants. Parking available for a fee.

Los Angeles Location: The Los Angeles office is located in the heart of the downtown financial district within walking distance to restaurants, transit, and multiple parking options available for a fee.

Desirable Qualifications

  1. Demonstrated knowledge and understanding of California and federal law, regulations, policies, and programs including the Government Code, Financial Code and sections pertaining to the debt collection industry, or ability to quickly learn applicable law based on past experience.

  2. Demonstrated knowledge and experience in the debt collection industry or other relevant financial industries with specific focus on market monitoring and consumer protection.

  3. Demonstrated ability and success in directing and implementing strategies for consumer outreach and education efforts.

  4. Demonstrated knowledge and experience formulating, developing, and evaluating policies, laws and regulations governing debt collection or other relevant financial industries.

  5. Demonstrated ability to communicate effectively orally and in writing to present information in a manner easily understood by stakeholders, State and Federal regulatory agencies, executive staff, departmental staff, other governmental agencies and departments, the legislature, and the public.

  6. Demonstrated ability to work collaboratively with stakeholders, executive staff, departmental staff, other agencies and departments, the legislature, and the public.

  7. Strong leadership skills and experience in change management, policy development, and program administration.

Examination Information

This examination will consist of a review by an Executive Screening Committee of each candidate's Statement of Qualifications (SOQ) and application package. The SOQ is a narrative document that addresses specific Desirable Qualification statements, which are aligned with the requirements for the position. The SOQ must demonstrate the candidate's education, training, experience, and skills relevant to each Desirable Qualification. The SOQ serves as the examination for this position and will be the only basis for determining the candidate's final score and rank on the eligible list. Candidates will be competitively ranked based on their qualifications, using predetermined evaluation criteria aligned with the Desirable Qualifications for the position.

SOQ Format and Content Requirements:

  • Length: No more than four (4) pages
  • Font: Typed in 12-point Arial font
