Minimum Qualifications
EXPERIENCE, TRAINING, KNOWLEDGE, SKILLS & ABILITIES
REQUIRED MINIMUM QUALIFICATIONS
Must be a high school graduate or have a certificate of successful completion of the General Educational Development Test.
Have had at least five (5) years of responsible full-time work experience involving maintenance of employee records on a computerized personnel record system for a large organization.
NOTE: Coursework at an accredited college, university, or business school in a related area may be substituted for up to three (3) years of the experience listed in 2. above on a year-for-year basis.
ADDITIONAL DESIRABLE QUALIFICATIONS
Considerable knowledge of the County's attendance system, rates of accumulation and relationship to benefit dates.
Considerable ability to perform on-line input to the Human Resource database information system.
Considerable knowledge of the County's rules, policies, procedures, and organization structure.
Considerable knowledge to present ideas effectively, both orally and in writing.
Considerable knowledge to carry out complex written and oral instructions and to exercise mature judgement and initiative in analyzing problems and recommending solutions.
Considerable knowledge of principles of governmental organization and administration.
Considerable ability to meet continual deadlines and to prioritize duties.
Reasonable ability to make routine decisions in accordance with departmental policies and procedures.
Reasonable ability to develop and maintain effective working relationships with the employees and administrators of operating departments.
Reasonable ability to utilize current word processing, spreadsheet, database, e-mail, and Internet software.
SUPERVISION EXERCISED
Functions as a leader over clerical and student employees. Trains, assigns, instructs, and checks the work of employees.
ESSENTIAL JOB FUNCTIONS
Main point of contact for all employee-related matters, and coordinates employment matters with the Human Resources Department and Fiscal Services/Payroll.
Reviews attendance information from employees and intermediary attendance clerks for accuracy and completeness. Inputs attendance into computer system.
Provides accurate and timely labor distribution information for management and division employees. Responds to all manner of questions of employees and supervisors.
Maintains expert knowledge of HRIS and attendance systems. Provides effective input to related division procedures to ensure process efficiency.
Reviews specialized files and data from various computer programs. Gathers and provides requested information. Prepares ad hoc documents and other specialized materials.
Prepares and may be authorized to sign personnel paperwork such as appointment papers & transaction forms. Maintains employee files for division or department.
Assists new employees through the hiring process and schedules employment physicals.
Acts as resource person by providing assistance and resolving problems related to employee transactions (e.g. appointments, attendance, summer employees), retirement, and benefits (e.g. health, dental and life insurance) for county employees and supervisors.
Processes travel reimbursement and travel advancement paperwork.
Processes invoices and purchase order's for payment.
Utilizes current countywide and/or department specific software to complete assignments.
ESSENTIAL MENTAL & PHYSICAL REQUIREMENTS

Work is performed in a typical office environment.
