THE WORK UNIT:
The Prevention Services Division works with partners across Colorado to improve the health of all Coloradans. Division professionals develop, review, implement and evaluate public health interventions proven to promote healthy living, prevent chronic disease, protect against injury and ensure access to health care and opportunities for a healthy lifestyle. The division strives to understand the needs of Colorado's communities and encourages the contributions of stakeholders in identifying and solving public health problems. The division is committed to the professional development, collaborative effort, and sustained wellness of its workforce.
Within PSD, the Nutrition Services Branch (NSB) promotes access to healthy food for eligible Coloradans by providing information and resources that support breastfeeding and nutritious food in homes and care settings to realize a world in which every Coloradan has consistent access to nutrition information and healthy food to thrive. Colorado WIC provides these services in home settings, while the Child and Adult Care Food Program (CACFP), also known as the Colorado Food Program (CFP), delivers them in care settings.
CFP administers the United States Department of Agriculture (USDA) CACFP by reimbursing providers for serving nutritious meals to children and adults in child care centers, after-school programs, Head Start Centers, emergency shelters, family child care homes, and adult day care centers. The program also offers nutrition education, training, and support in areas such as food service, menu planning, and program regulations. Our work ensures that children and adults in care settings across Colorado have reliable access to healthy food.
WHAT YOU WILL DO: CFP Business Analyst
The position serves as the unit's technology subject matter expert and is responsible for overseeing the strategic planning, implementation, and ongoing maintenance of the unit's technology systems. This includes oversight of the CACFP child nutrition program technology system, vendor and client management, coordinating requirements analysis and the user acceptance testing (UAT) procedure. This position is responsible for blending communication and strategies towards understanding: the current business state; desired future business state; required cultural, policy, business process, and rule; and changes to process and/or technology to achieve identified goals. Essential skills for this role encompass critical thinking, problem-solving, excellent communication, and a robust understanding of data management and analytics.

MINIMUM QUALIFICATIONS:
NOTE: An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience.
Work Experience Only:
Three (3) years of professional experience working as a business analyst in a government IT context, with progressively complex assignments managing the requirements for software application development, service delivery or another closely related field.

Education and Experience:
A combination of related education and experience:

PREFERRED QUALIFICATIONS:
In addition to the minimum requirements, the successful candidate in this position will have the following highly desirable experience and competencies:
Previous experience with the State of Colorado Government.
Previous experience with the Child and Adult Care Food Program (CACFP) / the Colorado Food Program (CFP) strongly preferred.
Previous experience with the Child Nutrition Portal strongly preferred.
Excellent relationship-building and management skills, strong orientation toward collaboration and communication, and ability to earn trust and respect from a wide customer base.
Demonstrated understanding of application design, development, testing, integration and support.
Ability to work with peer organizations to translate IT processes and tool strategies to support the day-to-day work efforts of the individual departments, driving towards greater efficiencies and higher quality deliverables.
Proven ability to operate, deliver, and succeed with a geographically dispersed customer base and technical partners.
Strong attention to detail; the ability to ensure that information is complete and accurate.
A proven track record of taking ownership of projects and delivering on commitments.
