Summary

Responsible for supervising the daily activities of assigned inspectors and performing complex inspections.
Essential Functions and Other Important Duties

ESSENTIAL FUNCTIONS

DUTIES
  • Prioritize and assign workload to building inspectors to facilitate the efficient use of time and resources.
  • Coordinate safety meetings and in-house training.
  • Manage after-hour inspections and emergency inspections.
  • Regularly accompany inspectors to evaluate performance on construction sites, providing guidance to ensure consistency.
  • Provide interpretation of City codes and adopted standards and reviews code revisions.
  • Provide departmental reports, including but not limited to, work performance reports, third party and engineering reports as appropriate.
  • Perform field inspections of public and private construction and improvements for violations and compliance of plans, standards, specifications, regulations, permits, zoning and/or City code ordinances; inspects, approves, and rejects phases of construction.
  • Prepare and issue verbal warnings, violation notices, and stop work orders on construction projects that are non-compliant with City standards and/or other applicable regulations; schedule and conduct formal hearings; maintain case files regarding inspections and violations; prepare monthly report files.
  • Review and interpret approved construction plans, specifications, and special provisions as a basis for monitoring construction activities.
  • Facilitate and attend pre-construction meetings and address concerns of interested parties, including contractors and citizens.
  • Collaborate with other City departments regarding projects and areas of overlap.
  • Receive and respond to concerns and complaints from contractors, engineers, departments, business owners, homeowners, citizens, and/or other interested parties.
  • Perform project audits, documenting, compiling, and analyzing project information on an annual basis.
SUPERVISORY/BUDGET RESPONSIBILITIES
  • Select, train, supervise, and evaluate staff; recommend assignment/assignment change, retention, discipline, and dismissal.
  • Develop, manage, and monitor budget; maintain accurate budget reporting; ensure that operations are cost-effective, and funds are managed wisely.

Job Requirements

EDUCATION, EXPERIENCE, AND LICENSES/CERTIFICATIONS
  • High School diploma or equivalent; and,
  • Five (5) years' experience in building inspection or related field; and,
  • Must have or obtain a valid Plumbing Inspector's license issued by the Texas State Board of Plumbing Examiners upon hire; and,
  • Must have ten (10) valid International Code Council (ICC) certifications; and,
  • Must have or complete and pass Federal Emergency Management Agency (FEMA) National Incident Management System (NIMS) courses 100, 200, and 700 within 18 months of employment;
OR
  • Any combination of related education and experience that will result in a candidate successfully performing the essential functions of the job

CONDITIONS OF EMPLOYMENT
  • Must have and maintain a valid Class "C" Driver's License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class "C" driver's license and state required minimum automobile liability insurance within 90 days of hire per state law).
  • Must pass a drug test, driver's license check, criminal history background check, employment history verification, and social security number verification.
  • Must have or obtain and maintain a valid Plumbing Inspector's license issued by the Texas State Board of Plumbing Examiners upon hire.
  • Must have ten (10) valid ICC certifications.
  • Must have or complete and pass FEMA NIMS courses 100, 200, and 700 within 18 months of employment.
  • Must pass a physical inspection.

Environmental Factors and Conditions/Physical Requirements

SAFETY
  • Ensure equipment is in safe operating condition; perform preventive maintenance on tools and equipment, as appropriate and/or notify leadership immediately of needed repairs.
  • Follow established safety procedures and techniques to perform job duties, including lifting and climbing; operate tools and equipment according to established safety procedures.
  • Promptly report unsafe conditions in the work area and/or any conditions that are not immediately correctable to leadership.
WORKING CONDITIONS/PHYSICAL REQUIREMENTS

  • Tools/Equipment Used: Standard office equipment, including computer and peripherals; use of hand and power tools, standard electrical equipment, and use of motor vehicle; wear appropriate personal protective equipment (PPE).
  • Posture: Prolonged sitting and standing; occasional stooping, squatting, kneeling, bending, pushing/pulling, and twisting.
  • Motion: Frequent repetitive hand motions, including keyboarding and use of mouse; occasional reaching.
  • Lifting: Lifting no more than 50 pounds and carrying up to 25 pounds.
  • Environment: Works in an office setting and outside with exposure to sun, heat, cold, humidity, and inclement weather, noise, dust, no/low light, insects, poison oak/ivy, debris, confined spaces, mold, chemicals, odors, heights, potentially hazardous conditions, steep slopes, uneven ground, and rough terrain; occasionally requires irregular and/or prolonged hours.

  • Attendance: Regular and punctual attendance at the worksite is required for this position. Must be able to work after normal business hours, holidays, and weekends, as needed.
