    Job Description

    Minimum Qualifications

    Bachelors degree. Four years of progressively responsible administrative experience to include managerial experience in Labor Relations, Human Resources Management, Civil Rights or related field. A Masters degree is preferred. Proof of education and work experience to meet minimum qualifications must be presented and will be verified.

    Preferences

    Juris Doctor (J.D.) or equivalent law degree from an accredited institution.

    • Masters degree in Public Administration (MPA), Public Policy (MPP), or a closely related field.
    • Demonstrated experience in civil rights compliance, regulatory compliance, investigations, and public sector administration, including work involving agencies such as the U.S. Department of Housing and Urban Development (HUD), Federal Transit Administration (FTA), Equal Employment Opportunity Commission (EEOC), or comparable federal, state, or local regulatory entities with established Office of Civil Rights.
    • Extensive investigative experience involving law enforcement oversight, internal affairs, administrative investigations, public integrity, ethics, white-collar crime, fraud, public corruption, or governmental accountability.
    • Significant experience in public sector labor and employee relations, including the administration and interpretation of collective bargaining agreements, labor contract negotiations, grievance administration, arbitration proceedings, unfair labor practice matters, and collective bargaining strategy.
    • Working knowledge of federal and state labor and employment laws, including the National Labor Relations Act (NLRA), Fair Labor Standards Act (FLSA), Family and Medical Leave Act (FMLA), Americans with Disabilities Act (ADA), and related employment laws.
    • Experience advising executive leadership on complex labor, employment, compliance, ethics, and organizational risk management matters.
    • Demonstrated success managing multidisciplinary teams and developing policies, procedures, and organizational initiatives that enhance operational effectiveness, legal compliance, and workforce engagement.

    The Chief, DTPW Office of Civil Rights and Labor Relations is responsible for developing and recommending DTPW's labor relations strategy, interpreting labor agreements and policies, and overseeing equal employment opportunity (EEO), affirmative action, and Disadvantaged Business Enterprise (DBE) programs. Key responsibilities include managing complex EEO investigations and complaints, advising management on affirmative action goals, overseeing collective bargaining negotiations and contract compliance, coordinating labor-management activities, and ensuring DBE participation in agency construction projects. The position supervises professional and clerical staff across labor relations, EEO, and DBE functions and provides strategic guidance to management while ensuring compliance with applicable laws, regulations, and contractual obligations.
