Minimum Qualifications
Bachelors degree. Four years of progressively responsible administrative experience to include managerial experience in Labor Relations, Human Resources Management, Civil Rights or related field. A Masters degree is preferred. Proof of education and work experience to meet minimum qualifications must be presented and will be verified.
Preferences
Juris Doctor (J.D.) or equivalent law degree from an accredited institution.

The Chief, DTPW Office of Civil Rights and Labor Relations is responsible for developing and recommending DTPW's labor relations strategy, interpreting labor agreements and policies, and overseeing equal employment opportunity (EEO), affirmative action, and Disadvantaged Business Enterprise (DBE) programs. Key responsibilities include managing complex EEO investigations and complaints, advising management on affirmative action goals, overseeing collective bargaining negotiations and contract compliance, coordinating labor-management activities, and ensuring DBE participation in agency construction projects. The position supervises professional and clerical staff across labor relations, EEO, and DBE functions and provides strategic guidance to management while ensuring compliance with applicable laws, regulations, and contractual obligations.
