What is this career opportunity?

The Chief Enterprise Service Delivery Officer (CESDO) provides enterprise-wide leadership for the state''s core IT service delivery functions, setting strategic direction for network, infrastructure, and device management and ensuring all three functions operate in alignment with statewide IT transformation goals.

This role is responsible for leading and developing the leaders of each functional team, holding them accountable for service delivery outcomes, and removing barriers to execution, rather than directing day-to-day technical operations.

The CESDO is expected to actively use artificial intelligence as a core tool of the position. This includes applying AI to strengthen executive decision-making, analyze service delivery performance and capacity data, streamline operational reporting, support workforce planning, and identify opportunities for modernization and automation across the network, infrastructure, and device management functions. The CESDO is also responsible for championing the responsible adoption of AI within the Office of Integrated Services, ensuring functional leaders and their teams integrate approved AI tools into service delivery operations in alignment with statewide AI governance, security, and policy standards.

The CESDO serves as the primary service delivery executive for SITSD, partnering with the Deputy CIO, State CIO, fellow Chief Officers, and Agencies to ensure Montana''s core IT services are reliable, cost effective, and positioned to meet growing statewide demand. The incumbent is expected to continuously evaluate how AI can improve the quality, efficiency, and resilience of core IT services delivered to state agencies.

This position reports to the Deputy CIO for Core IT Services.

What are we looking for?

Education and Experience:

  • A Bachelor's degree in Information Technology, Business, Computer Science, Engineering, or a related field

  • Seven years of progressively responsible experience in enterprise IT service delivery or operations leadership, including at least three years in an executive or senior leadership role overseeing technology teams and functions.

  • Preferred:

o Master''s degree in Information Technology, Business Administration, Public Administration, or a related field.

o Experience in state or local government IT or product leadership.

o Experience leading product or technology organizations through large-scale transformation in a complex, multi-stakeholder environment.

Competencies:

Required knowledge, skills, and abilities:

  • Ability to develop and communicate an enterprise service delivery vision that guides organizational priorities and decision-making.

  • Knowledge of network management, IT infrastructure, and device management practices, sufficient to provide credible executive oversight and strategic direction.

  • Proven ability to lead leaders; setting direction, delegating effectively, and holding team managers accountable for outcomes.

  • Experience building and sustaining high-performing teams through clear expectations, coaching, and a culture of accountability and continuous improvement.

  • Ability to translate enterprise strategy into clear direction and measurable outcomes across multiple functional teams.

  • Experience aligning diverse stakeholders; across agencies, executive leadership, and technical teams, around shared technology goals.

  • Ability to engage, challenge, and advise senior leaders on complex technology decisions with significant organizational impact.
