Organizational Background 

Founded in 1952 by a dedicated group of parents, The Arc Prince George’s County has been a cornerstone of support for people with intellectual and developmental disabilities (IDD) and their families for over 70 years. Located in Largo/Upper Marlboro, Maryland, The Arc is the largest developmental disability service provider in Prince George’s County, serving more than 5,000 individuals and family members annually. The organization protects human rights, promotes full community inclusion, and delivers lifelong support across the lifespan. 

The Arc operates a multi-faceted service delivery model with an annual operating budget of $54 million. The organization maintains high service quality and has earned CARF’s highest internationally recognized accreditation. Comprehensive program offerings include Residential Services (managing over 30 residential properties), Meaningful Day Services, Employment Programs (including Project SEARCH), Community Personal Supports, Children & Youth Services (Autism Waiver, Infants & Toddlers, and SAMHSA-funded Project LIVE), and specialized Transportation (Wheels to Wellness). 

Position Summary 

The Arc Prince George’s County seeks an experienced, strategic, and hands-on executive leader to serve as Chief Financial Officer. Reporting to the CEO and collaborating closely with the executive leadership team and Board, the CFO provides overall fiscal stewardship, executive oversight, and rigorous financial leadership to ensure long-term sustainability, regulatory compliance, and mission execution. 

This is a true ‘working CFO’ position that bridges high-level financial strategy with direct, hands-on operations. The CFO leads an 8-member finance team while also managing their own work projects and overseeing the organization’s very complex and challenging funding structures. More than 85% of The Arc’s annual revenue comes from federal and state funding via a third-party operator. This requires significant knowledge of the funding rules and mechanisms associated with IDD care and services. The CFO also oversees the IT Department and manages one IT professional. 

Key Responsibilities 

Financial Strategy & Management 

• Lead all financial planning, annual operating budgeting, multi-year forecasting, and financial reporting processes. 
• Prepare and deliver comprehensive monthly and quarterly financial statement packages, board dashboards, and variance reports for the CEO, Finance Committee, and Board of Directors. 
• Manage treasury, working capital, lines of credit, investment portfolios, and Board-designated quasi-endowment funds. 
• Direct the annual independent audit process with external CPAs and maintain Single Audit compliance under Uniform Guidance and Government Auditing Standards. 

Revenue Cycle Management & DDA/Medicaid Billing Oversight 

• Provide strategic and operational leadership over Medicaid billing and the Developmental Disabilities Administration (DDA) revenue distribution. 
• Manage complex Medicaid waiver dynamics, securing appropriate reimbursement rates for high-intensity residential services. 
• Directly supervise the 3-member billing team, establish controls to eliminate billing traps, resolve multi-month payment delays, and manage high-level agency escalations alongside executive leadership. 

Grant Leadership, Team Supervision & Systems Optimization 

• Oversee financial accounting and compliance for over $1.3M in reimbursable federal grants alongside state and county awards. 
• Maintain rigorous grant tracking models, journal entries, and cost allocations to satisfy federal, state, and local compliance guidelines. 

Operational Leadership 

• Direct daily accounting operations, supervising an 8-person finance team: Assistant Controller, 2 Billing Specialists, 2 AP Clerks, 1 Payroll Specialist, 1 GL Accountant, and 1 Grants Accountant. This role also manages the IT Manager.
• Optimize and oversee core financial technologies, including Sage Intacct (accounting/GL), Stampli (automated AP processing), Paycom (payroll), and third-party representative payee platforms. 
• Evaluate software enhancement opportunities to streamline workflows and reduce manual spreadsheet reliance. 
• Manage financial compliance across agency debt structures, including MEDCO tax-exempt revenue bonds, 13 residential property mortgages, and equipment/vehicle finance leases. 

Professional Qualifications 

Minimum Requirements: 

• Bachelor’s degree in business administration or related field. An advanced degree (MBA or MPA) or CPA/CMA designation is highly preferred. 
• A minimum of 10 years of progressively responsible experience in accounting and financial management, including the gathering and analysis of financial information to make actionable recommendations to senior leadership. Non-profit experience is preferred. 
• Experience with DDA, Medicaid funding, and housing-related funds is required. 
• Experience with facilitating business growth and expansion, such as program analysis, buildout, and addition
• Strong knowledge and understanding of GAAP accounting principles. Demonstrated knowledge of regulatory requirements, financial standards, and operational best practices.
• Experience with system-wide operational analysis, systems evaluation, implementation, and integration. 
• Demonstrated experience overseeing budgeting, forecasting, financial reporting, audits, and compliance is required. Strong analytical skills with experience developing financial models and performance metrics are essential. 
• Demonstrated proficiency with MS Word, Excel, Outlook, and financial/accounting systems. Experience with Sage Intacct preferred.

• Strong organizational and time management skills with the ability to meet strict regulatory and reporting deadlines. Excellent at multitasking and managing multiple complex projects. 
• A collaborative leader who can seamlessly navigate between the roles of strategic big-picture thinker and hands-on accountant. 

Total Rewards

The projected compensation for this position, based on education and experience, is $200,000 - $215,000 annually, with the additional opportunity for a discretionary annual bonus of up to 20% of salary. The bonus program is based on strategic goals and financial benchmarks, recommended by the organization’s Compensation Committee, approved by the Board of Directors, and distributed annually in June. 

Compensation is supplemented by a benefits package including medical, dental and vision insurance, FSA, a 403 (b) with a 2% employer match, PTO, sick leave, personal leave, holidays, a discretionary bonus (described above), and a hybrid work schedule (3 days in office and 2 days remote). Relocation expenses are negotiable up to $20,000.
