Responsibilities include the strategy, development and implementation of innovative operational programs that include collaboration with strategic business partners and directs the organization towards its primary objectives.

GENERAL SUMMARY OF DUTIES:

Function as a Chief Financial Officer ("CFO") in a team and mission-based setting to provide administrative oversight, expertise, and leadership to ensure the delivery of financial viability including financial planning, management of financial risks, record-keeping, and financial reporting for the organization. The CFO oversees business operations and administrative functions typically related to fiscal control of budgets, payroll, supervision of purchasing, grants, property, inventory, billing/revenue cycle, plan administration, insurances, property management, cash disbursements and receipts, accounts receivable, financial statements, and related statistical systems. Prepares federal and other grant budgets and financial status reports. Develops financial analysis and forecasts to support future planning. Provides the Board of Directors with relevant financial data for budgetary and financial governing decisions. Supervises business, revenue cycle, and accounting staff. This role is a working supervisory position. May be assigned additional fiscal related staff supervision as services and operations expand based upon function.

The CFO reports to the Chief Executive Officer ("CEO") and is a member of the Executive Team, engaged in defining the overall business strategy and direction of the organization while supporting Waterfall Clinic, Inc. (d.b.a. Waterfall Community Health Center's ("WCHC") mission. Exercises progressive levels of autonomy in day-to-day activities based on satisfactory job performance.

SUPERVISORY RESPONSIBILITIES:

• Oversees the operations of the Finance Department staff, which includes AP/AR, billing, credentialing, and payroll.
• Oversees training for direct reports and identifies training needs.

DUTIES/RESPONSIBILITIES:

• Adheres to a documented system of accounting policies and procedures and implements a system of controls over accounting transactions to minimize risk.
• Recommends and implements benchmarks that will be used to measure company performance.
• Actively participates in the creation of the annual budget and forecasting.
• Provides financial analysis on capital investments, pricing decisions, and contract negotiations.
• Works with external auditors and provides needed information for the annual audit.
• Files quarterly and annual reports, tax forms, and other necessary organizational documents.
• Ensures compliance with local, state, and federal government requirements.
• Accurately tracks grant funding and drawdowns or expenditures and participates in grant writing.

ESSENTIAL RESPONSIBILITIES:

• Adheres to the spirit of Waterfall Community Health Center to remove barriers to care and adhere to our Mission Statement while performing assigned duties.

• Oversees and directs all organization's finances, accounting and financial systems including accounts payable, accounts receivable, payroll, contract and grant billing, value-based payments, internal and external audits, compliance with Medicare, Medicaid, HRSA, and other FQHC regulatory requirements.
• Prepares pertinent financial data including monthly financial dashboards, board finance committee packets, operational and fiscal projections, and other related fiscal sustainability reporting.
• Collaborates with Human Resources to maintain compliance for employee benefits, retirement, salary adjustments, personnel cost control, and other related employee cost center activities; serve as Plan Administrator.
• Serves as a member of the Senior Leadership Team and as an information resource to the Chief Executive Officer and Board of Directors.
• Attends and participates in Board of Director meetings, strategic planning, other Senior Leadership meetings, including department and other staff meetings.
• Develops annual budget as required by the Board of Directors; reviewed for accomplishment of projections monthly; maintains updated departmental budgets; and meets regularly with managers to offer direction in budgetary management.
• Responsible for development, implementation and supervision of all financial policies and procedures and ensures compliance.
• Responsible for grant management and allocation including application process and periodic reporting on grant expenditures and updates; fiscal management of all public/government and other grants.
• Oversees quality performance of coding and billing staff, assuring all billing and collection practices are current and compliant with regulators.
• Responsibilities include interviewing, hiring, and training employees, planning, assigning, and directing work, completion of performance appraisals and managing staff relations.
• Oversees financial aspects of 340B pharmacy program including oversight of 340B financial accounting, compliance, and monitoring in collaboration with pharmacy staff.
• Presents the financial statements in conformity with accounting principles generally accepted in the United States (GAAP).
• Develops detailed understanding of clinic operations at each location and collaboratively participates with leadership to optimize operations from both a revenue and cost perspective.
• Provide financial stewardship of the organization and ensure proper controls are in place to reduce financial risks with compliance to federal, state, local and other related regulations.
• Establishes and maintains strong relationships with all levels of employees including senior executives so as to identify their needs and seek full range of business solutions.
• Manages and evaluates performance of direct reports and indirect support staff to ensure quality of service and technical expertise of staff.
• Prepares and maintains a cash plan, manages banking/credit relationships, participates in and oversees key investments including software systems, operational alternatives, and site placement and/or expansion.
• Conduct regular staff meetings, approve procedures, continuing education, and paid time off (PTO).
• Supervision/Oversight of business, revenue cycle, and accounting staff.
• Performs any other duties needed to help drive our Vision, fulfill our Mission, and abide by our Organization's Values.

OTHER MANAGERIAL FUNCTIONS/DUTIES:

• Complete continuous performance evaluations for self and employees and implement plans of corrections when needed.
• Confer, consult and collaborate with Human Resources on all employee relations, employee engagement, risk or adverse events.
• Manage a departmental budget, leads cost efficient and effective operations, creates plan of correction for any operating expenses that deviate more than 10% from budget.
• Use problem-solving and conflict resolution skills to foster effective work relationships with team members.
• Maintain required competencies for self and all employees within the department.
• Pursue professional growth and participates in a professional organization i.e. NWRPCA, OPCA, NACHC, etc.

Requirements

EDUCATION AND/OR EXPERIENCE AND QUALIFICATIONS:

• Bachelor's Degree in Accounting, Business Administration, or Finance from an accredited four-year college or university is required.
• 5 years of fiscal management experience including three recent years in a health care organization with Federally Qualified Health Centers (FQHC's) or FQHC-LAL's, community health center or similar setting, rural healthcare, or tribal is required.
• 3-5 years of experience in the finance function with responsibilities of business operations, accounting, cost analysis and control, etc., is required.
• Completion of coursework in leadership and/or management training for health care professionals preferred.
• Demonstrated commitment to high quality health care for low income, ethnically diverse populations
• Working knowledge of the principles of financial management sufficient to direct professional staff and coordinate all aspects involved with fiscal requirements of the clinic.
• Working knowledge of clinic financial and budgetary practices to develop annual budget, analyze financial data and patterns, and prepare financial statements.
• Working knowledge of governmental, nonprofit and health care fiscal regulations and reporting requirements.
• Establish and maintain solid working relationships through communication, cooperation, and positive interactions with all patients, employees, staff, providers, and vendors.
• Willingness to work a flexible schedule when circumstances necessitate.
• Ability to use a wide range of office machines including personal computers.
• Demonstrate ability to learn and maintain appropriate technical skills to effectively support the electronic records systems and/or other reporting platforms.
• Proficiency with Microsoft Office (Outlook, Excel, PowerPoint), Keyboarding at 25+ wpm.
• Ability to communicate effectively in English, both verbally and in writing.
• Maintain confidentially in accordance with WCHC policies and HIPAA regulations.
• Knowledge of and ability to apply Patient Centered Medical Home principles.
• Valid Oregon Driver License.

LICENSURES/CERTIFICATIONS REQUIREMENT:

• Current Certified Public Accountant (CPA) designation is preferred, or Master's in Accounting.
• Non-violent Crisis Intervention Comprehensive training class completed within 6 months of hire and recertify prior to expiration date.
• Current American Heart Association (AHA) Provider Basic Life Support Card (BLS) within 6 months of hire and recertify prior to expiration date, preferred.
• Mandatory Trainings for Organization and Advanced Health compliance completed within 3 months of hire, no later than 6 months, and recertify prior to expiration date.
