Chief Financial Officer

The Ruhlin Company seeks to hire a Chief Financial Officer out of Ruhlin's Sharon Center office.

Summary: Provide strategic financial and operational leadership for the company in partnership with the

President & CEO, overseeing financial activities and decision making while developing and executing the

company's overall financial strategy. Lead budgeting, forecasting, accounting, and financial reporting to

ensure effective financial operations, strong financial controls, and long-term fiscal health. Provide oversight

of the company's Information Technology function, ensuring technology strategy, systems, cybersecurity, and

infrastructure effectively support the Company's operational and strategic goals. Perform other duties and

responsibilities as assigned by the President & CEO.

Responsibilities:

Accounting & Financial Systems

• Direct the company's accounting policies, procedures, and internal control environment to ensure

sound financial management and compliance with applicable requirements.

• Continuously evaluate and improve accounting and finance processes to strengthen efficiency,

accuracy, and financial controls.

• Recommend and implement improvements that safeguard the integrity of the company's financial

information and reduce financial and operational risk.

• Oversee the selection, implementation, integration and ongoing enhancement of financial systems,

accounting software, and related technology.

• Ensure accounting practices and financial systems effectively support job costing, project profitability

analysis, operational reporting, and management decision making.

Cash Management & Banking

• Develop and maintain a reliable cash flow forecasting process and reporting framework, including

appropriate minimum cash thresholds to support ongoing operating requirements.

• Oversee daily cash position and working capital management to optimize liquidity and support the

company's operations.

• Manage banking, depository, and treasury relationships and develop strategies to strengthen the

company's overall cash position and financial flexibility.

• Maximize the return on available cash and invested funds through appropriate short- and long-term

investment strategies while maintaining appropriate liquidity and risk parameters.

• Evaluate and manage financing, credit, and other treasury arrangements to support company growth

and operational needs.

Financial Reporting & Performance

• Direct the preparation and analysis of monthly, quarterly, and annual financial statements, forecasts,

budgets, and management reports.

• Monitor company and divisional financial performance through analysis of financial results, job cost

reports, margins, cash flow, and key performance indicators; identify trends and variances and

implement correction actions as needed.

• Establish and maintain an effective forecasting process to provide management with timely, accurate

visibility into financial performance and future results.

• Develop and oversee annual administrative and divisional budgets, including ongoing budget-to-actual

analysis and accountability for performance.

• Provide the President & CEO and senior management with clear, actionable financial information to

support operational and strategic decision making.

• Establish financial reporting processes and controls that ensure the integrity, accuracy, and timeliness

of financial information.

Financial Strategy & Planning

• Lead the company's overall financial strategy, planning, and fiscal performance in alignment with the

Company's strategic objectives.

• Develop and execute long-term financial strategies, including forecasting capital, facility, workforce,

and other resource requirements; identifying funding sources; and developing actionable plans to

support sustainable growth.

• Evaluate the financial and operational impact of long-range plans, new programs, strategic initiatives,

acquisitions, and changes in laws and regulations.

• Advise the President & CEO and executive leadership on financial opportunities, risks, and the

implications of major business decisions.

• Evaluate financing, leasing, and capital investment alternatives for major equipment, facilities, and

other capital expenditures.

• Review and approve major financial commitments and transactions in consultation with the President

& CEO.

• Evaluate the financial and risk considerations of joint venture opportunities, bids, and contracts.

Risk, Insurance & Surety

• Lead the company's risk management and insurance programs to identify, mitigate, and manage

financial, operations, contractual, and construction related risks.

• Evaluate insurance needs and, in partnership with the President & CEO, select and manage brokers and

carriers; negotiate appropriate coverage, terms, and premiums.

• Monitor the company's insurance and risk profile to ensure coverage remains aligned with business

operations, project requirements, contractual obligations, and overall risk tolerance.

• Investigate and participate in the resolution and settlement of significant insurance claims.
• Evaluate legal, financial, insurance, and risk requirements associated with bids, contracts, joint

ventures, and other significant commitments.

Tax, Audit & External Relations

• Lead federal, state, and local tax planning and compliance activities and ensure timely and accurate tax

filings.

• Coordinate annual financial statement audits, tax audits, benefit plan audits, and other external

financial examinations.

• Manage relationships with independent auditors, tax advisors, legal counsel, bankers, surety

representatives, insurance brokers, and other external financial partners.

• Provide accurate financial information and supporting documentation to external stakeholders to

maintain and enhance the company's bonding capacity, insurance coverage, banking relationships, and

credit facilities.

• Partner with surety and banking professionals to support the company's bonding and financing

requirements and maintain strong external financial relationships.

Employee Benefits & Retirement Plans

• Serve as fiduciary and oversee the administration and compliance of the company's ESOP and 401(k)

plans, including annual reporting and regulatory requirements.

• Evaluate the financial impact, cost, and sustainability of employee benefit programs.
• Ensure retirement and benefit programs are administered in accordance with applicable laws, plan

documents, and fiduciary responsibilities.

Workforce Planning

• Partner with the Human Resources Department to ensure the department maintains the staff

necessary to achieve business objectives.

• Recruit, develop, mentor, and retain high-performing staff.
• Foster a culture of accountability, teamwork, continuous improvement, and professional growth.
• Conduct performance evaluations, succession planning, and development initiatives.
• Promote employee engagement and alignment with company values, culture, and strategic goals.

Essential Skills and Experience

• Bachelor's degree in accounting, finance, business administration, or related field; MBA preferred.
• CPA designation or other relevant professional designation, such as CCIFP, preferred.
• Minimum 10 years of progressive accounting and finance experience, including at least 5 years in a

senior management or executive leadership role.

• Prior experience in the construction industry preferred, with demonstrated knowledge of construction

accounting, job costing, project profitability, work-in-progress (WIP) reporting, bonding, surety, and

construction related risk management.

• Public accounting experience a plus.
• Proven ability to develop and execute financial strategies that support business growth, profitability,

cash flow, and long-term financial stability.

• Strategic, analytical, and results oriented thinker with the ability to partner effectively with the

President & CEO and senior management.

• Demonstrated experience managing relationships with banks, sureties, insurance providers, auditors,

tax advisors, legal counsel, and other external stakeholders is a plus.

• Federal, state, and local tax knowledge and experience with construction percentage of completion

accounting preferred.

• Ability to provide effective oversight and direction to the company's IT Department and partner with

them to align systems and infrastructure with business needs.

• Exceptional leadership, team building, and talent development capabilities, with proven ability to

influence stakeholders, build strategic partnerships, and drive performance.

• Exceptional analytical, problem solving, and decision-making skills.
• Exceptional verbal, written, and presentation communication skills.
• High level of integrity, discretion, accountability, and sound business judgment.
• Excellent computer skills including Microsoft 365 and financial/accounting systems; job costing, and

financial reporting systems preferred.
