General Description:
Chief Financial Officer (CFO) serves as the senior fiscal officer to PHN and Board of Directors. The CFO is responsible for planning, organizing, directing, and oversight of all activities concerned with the financial administration, general accounting, billing and reimbursement, and internal and external financial and statistical reporting. The CFO must work with PHN Management and the Board of Directors to ensure the company’s mission, goals, and objectives are achieved through prudent and compliant fiscal management, and shall be a good steward of company assets.
Duties:
- Develops and implements financial policies and procedures to ensures compliance with laws and regulations.
- Oversees the preparation of the annual operational and capital budget. Assists with coordination of budget preparation between departments, reviews budget for propriety, and presents budgets to appropriate bodies.
- Supervision of payroll processing, purchasing, procurement, accounts payable, and all accounting functions of the Finance department.
- Act as Fiscal Officer for all grant awards, namely HRSA. Preparation of or review of any and all federal, state, local, or private grant awards and related budgets/project requirements. Review and approve PHN’s Uniform Data System (UDS) annual filing and assistance with the preparation of UDS, as necessary.
- Supervision of grants management staff.
- Prepares and presents financial statements in conformity with accounting principles generally accepted in the United States of America (U.S. GAAP).
- Assist finance and accounting staff with month-end close process, including but not limited to, journal entries, general ledger reconciliations, variance analysis, review of reports, etc.
- Ensures that the financial statements and all accounting records are accurate for the examination by independent auditors. Acts as the chief conduit between external auditors and PHN management.
- Oversight and responsibility for PHN’s federal and state tax reporting and filing obligations, and oversight of all correspondence with taxing authorities.
- Ensures compliance with all leasing, banking, and long-term debt arrangements. Acts as principal contact on relationships with all financial institutions, including authorized signatory.
- Ensures proper preparation and filling of PHN’s Medicare and Medicaid cost reports, and any other reports, as required by third-party payors.
- Responsible for oversight of Billing & Reimbursement department to ensure financial sustainability and compliance with government and commercial reimbursement programs. Direct supervision of Director of Billing & Reimbursement.
- Review billing, collection, and reimbursement trends to identify areas that may warrant corrective action.
- Preparation and assistance with financial models/projections for new services, clinics, locations, or modifications of existing services.
- Attend monthly Board of Directors meetings to present current fiscus status. Attend Finance Committee and other Committee meetings, as necessary.
- Work with other PHN senior management and departments as necessary to carry out duties and obligations of the position.
- Participants in PHN community events, professional development activities, and other professional affiliations.
- Other duties as assigned by Chief Executive Officer.

Qualifications:
- Bachelor degree in accounting or related field is required. Master degree in finance or accounting and/or CPA designation is preferred.
- Minimum five (5) years of experience in health care financial management.
- FQHC/CHC and nonprofit industry experience is required.
- Experience with health care billing, federal grants management, and budget management required.
- Demonstrates excellent written and verbal communication skills Demonstrates a high degree of initiative, judgement, discretion, and decision-making ability.
- Skill in identifying and resolving accounting and financial management issues.
- Demonstrates leadership ability, team management, and interpersonal skills.
- Experience working with a wide range of software platforms to oversee the financial management of organization.
