    Chief Human Resources Officer JobID: 1573 Position Type: AdministrationDate Posted: 10/8/2026Location: Central Office/Human Resources Closing Date: 10/19/26 or until filled Additional Information: Show/HidePRIMARY FUNCTION: To provide executive leadership, strategic direction, and supervision for all aspects of the human resources department of the Douglas County School System.REQUIREMENTS:Educational Level: Education: Bachelor's Degree. Experience in human resources required, with experience in education preferred.Certification/License: Current professional HR certification issued by HRCI (PHR or SPHR) or SHRM (SHRM-CP or SHRM-SCP) preferred.Physical Activities: Routine physical activities that are required to fulfill job responsibilities.Proficient Skills: Exceptional judgment, discretion, professionalism, confidentiality, and interpersonal skills.Ability to develop strong partnerships with school and district leaders and provide responsive HR services to schools.Strong executive leadership, strategic planning, analytical, organizational, and problem-solving skills.Strong knowledge of employee relations, workplace investigations, performance management, corrective action, and conflict resolution. ESSENTIAL DUTIES:1. Demonstrates prompt and regular attendance.2. Provides executive oversight of Georgia Professional Standards Commission (GaPSC) educator certification and licensure requirements, ensuring district compliance and proper credentialing. 3. Establishes systems for monitoring certification status, renewal requirements, and clearances for all applicable personnel.4. Works directly with the GaPSC and state agencies to resolve complex certification, credentialing and ethics issues.5. Investigates reports of employee misconduct, ensuring appropriate due process, thorough documentation, and coordination with legal counsel when appropriate.6. Administers the employee grievance process, including federal fair labor standards, discrimination complaints, sexual harassment complaints, Title IX, and other compliance matters.7. Assists principals and supervisors with the employment documentation process, including evaluations, renewals, non-renewals, resignations, and terminations.8. Oversees the district response and administration of unemployment claims and workers' compensation claims.9. Provides direct guidance to supervisors on employee relations, conflict resolution, corrective actions, and performance interventions.10. Oversees performance evaluation and management systems for certified and classified employees, promoting accountability and continuous professional growth.11. Provides staff development for leaders and employees on evaluation processes and human resources-related matters.12. Monitors completion, accuracy, and legal compliance of evaluation instruments across all schools and administrative departments.13. Conducts salary studies and ensures appropriate, competitive, and equitable salary administration in partnership with district financial leadership.14. Supervises the calculation and data entry for all salary supplements, including performing the import and deletion of supplements.15. Performs step increases for contracts and salary schedule adjustments.16. Supervises and supports employee benefits, health, wellness, retirement, leave, and total rewards programs.17. Oversees the Sick Leave Bank for the District in accordance with established guidelines.18. Develops and monitors allotments and ensures position funding and staffing allocations align for all areas in partnership with Finance.19. Coordinates position management, job descriptions, organizational structures, and authorization of new or revised positions.20. Serves as custodian of personnel records/files, ensuring accuracy, security, legal compliance, and strict confidentiality across HR operations.21. Supervises the processing of Certified Personnel Information (CPI) reports.22. Supervises the Criminal History reporting and background clearance processes for all district applicants and employees.23. Coordinates the printing, distribution, and collection of employment contracts and supplement agreements.24. Completes and submits the mandatory Equal Employment Opportunity (EEO-5) report25. Responds to internal and external requests for workforce data and personnel information.26. Develops, reviews, and revises personnel documents, forms, applications, Board policies, and administrative procedures.27. Develops and maintains a comprehensive Human Resources Procedures Manual.28. Ensures all HR practices comply with federal and Georgia employment laws, GaPSC rules, and local Board policies.29. Directs the preparation and presentation of personnel recommendations and reports for the Superintendent and Board of Education.30. Ensures recommendations involving administrative appointments, certified/classified hires, rehires, retirements, leaves, and separations are accurate and properly documented prior to Board submission.31. Develops, manages, and monitors the operational budget for the Human Resources Division.32. Evaluates Human Resources staff and develops their professional capacity through ongoing supervision, coaching, and accountability.33. Cascades communication effectively with all HR staff and builds a responsive, customer-service-oriented division culture.34. Participates in local, state, and national personnel meetings, conferences, and professional associations.35. Serves as a strategic partner to principals and school leadership teams, ensuring responsive HR support and alignment with school operational needs.36. Maintains regular communication with principals regarding vacancies, recruitment, performance management, and personnel concerns.37.
