CLASSIFICATION TITLE: CHIEF INFORMATION OFFICER

PURPOSE OF CLASSIFICATION

The purpose of this classification is to develop, plan, and implement an information technology (IT) strategy that meets the county's business needs, delivers optimal return on investment, and ensures the IT infrastructure is protected against both internal and external cyber security threats. Reports directly to the Chief Operating Officer (COO).

ESSENTIAL FUNCTIONS

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Supervises, directs, and evaluates assigned staff and divisions; addresses employee concerns and problems; counsels, disciplines, and completes employee performance appraisals; interviews, hires, and approves selection of new employees.

Consults with Chief Operating Officer, board members, and other officials to review department activities, receive advice/direction, provide recommendations, and resolve problems.

Oversees the county Archives and Records Maintenance Division. Works to ensure departmental compliance with record retention requirements; provides training to other county departments on updates to the record retention laws of the State of Georgia. Ensures the county record retention policy is in compliance with the same.

Develops, coordinates, guides, and maintains Information Technology systems strategic and operational plans in support of the overall County mission and business strategy. These plans define a vision for meeting current and future information and technology needs for the County while ensuring alignment an integration of Information Technology with overall vision, mission, and values.

Provides advice on evaluation, selection, implementation, and maintenance of information systems, ensuring appropriate investment in strategic and operational systems. Negotiates Information Technology acquisition contracts and solicits involvement and participation of other management team members as appropriate.

Ensures departmental compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; ensures adherence to established safety procedures; initiates any actions necessary to correct deviations or violations.

Performs administrative functions associated with department operations; works with staff to prepare annual Information Technology Department budget; work with Commissioners, department heads, elected officials, and IT staff to prepare and evaluate annual Departmental Equipment/Software Budget; presents IT budget and evaluation of Departmental Equipment/Software Budget to Board of Commissioners; develops and implements long and short term plans, goals, and objectives for the department and for County department projects.

Maintains a current knowledge of applicable laws/regulations; maintains an awareness of new products, trends, and advances in the profession; reads professional literature; attends classes, workshops, and training sessions as appropriate.

ADDITIONAL FUNCTIONS

Operates a motor vehicle to conduct work activities.

Performs other related duties as required.

MINIMUM QUALIFICATIONS

Bachelor's degree in Information Technology, Business Administration, or closely related field; Master's degree preferred; supplemented by six (6) years previous experience and/or training that includes progressively responsible Information Technology management; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid Georgia driver's license.

Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds).

Sensory Requirements: Some tasks require the ability to perceive and discriminate sounds and visual cues or signals. Some tasks require the ability to communicate orally.

Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
