Chief of Fire and Emergency Services

POSITION SUMMARY

The Chief of Fire and Emergency Services is responsible for the leadership, administration, operational readiness, and strategic management of all Fire and Emergency Services operations supporting the Turkey Base Operations Support (T-BOS) contract. This position directs fire suppression, aircraft rescue and firefighting (ARFF), hazardous materials (HAZMAT) response, technical rescue, fire prevention, emergency preparedness, and life safety programs in support of installation operations and mission requirements.

RESPONSIBILITIES

• Provide overall leadership and management of Fire and Emergency Services operations supporting installation and airfield activities.
• Direct emergency response operations involving structural fires, aircraft incidents, hazardous materials releases, confined space emergencies, rescue operations, medical emergencies, and other all-hazards incidents.
• Ensure compliance with DoD 6055.06-M, contract requirements, and installation policies.
• Develop, implement, and maintain departmental policies, procedures, emergency response plans, and standard operating guidelines.
• Manage and supervise fire department personnel.
• Oversee Aircraft Rescue and Firefighting (ARFF) operations to ensure compliance with support requirements.
• Ensure all personnel maintain required certifications and qualifications for emergency response duties.
• Coordinate with military leadership, tenant organizations, contractors, security personnel, medical services, and host nation agencies to support installation emergency management objectives.
• Monitor operational readiness of fire apparatus, rescue equipment, communications systems, and fire protection infrastructure.
• Conduct incident investigations, after-action reviews, and corrective action programs to identify opportunities for improvement.
• Prepare operational reports, performance metrics, and executive briefings for contract leadership and government stakeholders.
• Promote a culture of safety, accountability, discipline, and continuous improvement throughout the organization.
• Work is based in a busy training environment and subject to frequent interruptions. Frequent outdoor work in inclement weather is required, including heat, cold, humidity, and rain. May be exposed to fumes, airborne particles, vibration, and toxic or caustic chemicals. Must wear PPE as required by Company safety standards.

QUALIFICATIONS

• Active U.S. Secret Clearance
• Associate's Degree or higher in Fire Technology, Fire Science, or a related field.
• Minimum 15 years of experience in fire protection operations
• Minimum 5 years of experience as Fire Chief, Deputy Chief, or equivalent senior fire service leadership position.
• Current certifications meeting applicable requirements of DoD 6055.06-M for assigned duties.
• Demonstrated experience managing structural firefighting, aircraft rescue and firefighting (ARFF), hazardous materials response, and confined space rescue operations.
• Experience leading emergency response organizations in a military, government, aviation, industrial, or similarly complex operational environment.
• Proficiency with Microsoft Office Suite and report preparation.
• Excellent leadership, communication, organizational, and problem-solving skills.
• Ability to lead large-scale emergency operations and make sound decisions under stressful conditions.
• Ability to develop and maintain effective working relationships with military leadership, government representatives, contractors, and external agencies.
• Strong analytical, planning, and organizational skills.
• Ability to manage multiple priorities while maintaining operational readiness and contract compliance.
• Exceptional written and oral communication skills, including the ability to present information to senior government and corporate leadership.
• Must be capable of performing duties in operational and emergency response environments. May be required to work extended hours, nights, weekends, holidays, and during emergency situations. Must be able to access and inspect emergency response scenes, facilities, and operational areas.
• Ability to meet applicable medical and physical requirements associated with emergency services leadership positions.
