Definition

The City of Missouri City, known as the "Show Me City," is seeking an accomplished and strategic executive to serve as its Chief of Staff. Reporting directly to the City Manager, this position serves as the principal advisor and extension of the City Manager by leading executive operations, advancing strategic initiatives, coordinating organizational priorities, and ensuring the effective execution of City Council goals and City Manager directives.

The Chief of Staff provides executive leadership for cross-functional initiatives, organizational performance, executive communications, intergovernmental relations, and continuous improvement while fostering collaboration, accountability, and organizational alignment. This position exercises exceptional judgment, political acumen, confidentiality, and discretion in managing complex and sensitive matters and may supervise professional, administrative, communication

Examples of Work

  • Serves as principal advisor to the City Manager on strategic priorities, policy, executive operations, and organizational initiatives.
  • Coordinates departments reporting to the City Manager to ensure alignment with City Council goals and organizational priorities.
  • Leads citywide strategic initiatives, organizational improvements, and cross-functional projects.
  • Reviews executive reports, Council agenda items, policies, and recommendations; conducts research and analysis to support executive decision-making.
  • Develops executive performance measures, dashboards, and strategic reports.
  • Facilitates executive meetings, resolves cross-departmental issues, and promotes collaboration.
  • Represents the City Manager before elected officials, governmental agencies, community organizations, and other stakeholders as assigned.
  • Oversees executive communications, administrative policies, process improvements, and technology and AI initiatives.
  • Supervises assigned staff and performs related duties as assigned.
  • Participates in evening meetings, emergency operations, and weekend activities as required.
  • Thorough knowledge of public administration, municipal operations, strategic planning, budgeting, policy development, project management, and applicable laws and regulations.
  • Ability to provide executive-level leadership while exercising sound judgment, diplomacy, political awareness, confidentiality, and discretion.
  • Strong leadership, analytical, organizational, and problem-solving skills with the ability to lead complex initiatives and build consensus.
  • Excellent written, verbal, interpersonal, and presentation skills with the ability to communicate effectively with elected officials, executive leadership, employees, and the public.
  • Ability to manage multiple priorities, develop executive reports and recommendations, and drive organizational performance and continuous improvement.

Education, Experience, or Certification

  • Bachelors degree from an accredited college or university in Public Administration, Business Administration, Political Science, Public Policy, Organizational Leadership, or a closely related field is required.
  • Masters degree in Public Administration (MPA), Business Administration (MBA), Public Policy, Organizational Leadership, or a related field is preferred.
  • Eight (8) years of progressively responsible executive management experience in municipal or comparable public-sector organizations, including executive leadership support, strategic planning, policy implementation, and cross-functional project management.
  • Experience as a Chief of Staff, Assistant City Manager, Deputy City Manager, Executive Director, or comparable executive leadership position is preferred.
