The Chief of Staff manages assigned programs and functions which include, but are not limited to: awards, conference management, correspondence and suspense tracking (eDOCS), data calls, delegations, designations and MOUs, directives (RevCom), NNSA liaison with DOE and the Savannah River Plutonium Processing Facility (SRPPF), employee concerns, employee engagement, employee relations, event management, exit interviews, front office coverage, functions, knowledge preservation, lunch-n-learns, process improvement, staffing and workforce planning, management of administrative staff, technical editing, telework agreements, tour-of-duty tracking and tours of DOE/NNSA/SRFO Facilities.

Duties and responsibilities include:

  • Evaluating and monitoring administrative activities and making substantive recommendations for program improvements; ensuring effective use of office staff and recommending needed changes to enhance central support services; assisting operating managers in implementing actions designed to improve administrative operations or resources; providing expert advice and technical assistance to assistant managers and supervisors in a wide variety of areas; assisting and coordinating the preparation of budget obligation and expenditure schedules, special studies, and reports; and maintaining current information on the status of all operations and maintenance funds to identify actual or potential problem areas, trends, deficiency situations, areas of imbalance, or similar factors that could impact the effective management control of these funds.
  • Accomplishing assigned functions by working with the SRFO Manager and Deputy Manager, and other external stakeholders to communicate customer needs and expectations, providing timely and accurate information and status updates on deliverables and commitments, discussing overall priorities and functional manager support requirements, and discussing issues that are affecting the delivery of commitments in order to enlist the collective NNSA expertise, experience, and talent to work any issues that impact operations.
  • Recommending plans and participating in developing strategies for implementing short and long range planning for the SRF through the SRFO Operations Plan and the NNSA Strategic Plan, making recommendations on planning efforts that can be undertaken within existing resource levels and advising on the impact of efforts that require additional resources;
  • Leading and coordinating technical and management information systems to monitor all major programs under the direction of the Field Office and providing for efficient flow of administrative matters to and from the Field Office Manager along with facts/data from available sources or develops management control systems, information systems, and/or techniques and methods to be applied in analyzing, evaluating and making recommendations to improve the efficiency and effectiveness of internal management systems and/or Field Office organizational productivity.
  • Creating teams within SRFO to accomplish NNSA goals and projects and in conjunction with specific program managers, sets daily and long-term work assignments consistent with prioritized SRFO objectives. Leads team building principles within the office.
  • Serving as the Employee Concerns Program (ECP) Manager responsible for ensuring the prompt, independent, and confidential processing of employee concerns; conducting or overseeing investigations; maintaining direct access to the SRFO Manager for ECP matters; coordinating with legal, HR, safety, and other relevant organizations as needed; publicizing the ECP and employee rights; maintaining secure and accurate records; providing periodic reports and self-assessments; and protecting the confidentiality and rights of individuals reporting concerns.
  • Coordinating with the Office of Inspector General on issues of waste, fraud, and abuse, and process retaliation complaints, ensuring corrective actions are tracked and completed, and that the program operates independently from line management to maintain trust and objectivity in the handling of employee concerns.
  • Representing the Manager in meetings and conferences related to program activities, and acts for the Manager when so designated during the Manager/Deputy Managers absence.

Qualifications

A qualified candidates online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band level or GS grade level in the Federal Service, i.e., EN-03, NN/NQ-03 or GS-13. Specialized experience for this position is defined as performing administrative management support which includes coordinating, leading, and managing identified actions and/or issues and applying a consistent business management approach (tools, systems, and processes) across the organization; developing and formulating federal budget requests and justifications; and leading special projects.
