    Position Summary

    Under the direction of the Superintendent, the Chief Operating Officer (COO) serves as a key member of the Superintendent's Executive Leadership Team and provides strategic leadership, executive oversight, and operational direction for all non-instructional functions of the District.

    The Chief Operating Officer is responsible for leading Business Services, Human Resources, Communications, Enrollment, Facilities, Maintenance, Operations, Technology, Nutrition Services, Transportation, Safety, and other operational support services. The COO develops and implements organizational systems, policies, and strategic initiatives that promote operational excellence, fiscal responsibility, organizational effectiveness, regulatory compliance, and exceptional service to students, staff, families, and the community.

    The COO collaborates closely with instructional leaders to ensure operational services effectively support teaching, learning, and student success while advancing the District's mission, vision, and strategic priorities.

    Essential Duties and Responsibilities

    Executive Leadership

    • Serve as a member of the Superintendent's Executive Leadership Team and participate in organizational strategic planning, goal setting, and continuous improvement initiatives.
    • Provide executive leadership across all operational divisions to ensure alignment with the District's mission, vision, strategic plan, and organizational priorities.
    • Advise the Superintendent and Governing Board on operational, fiscal, organizational, and personnel matters affecting the District.
    • Develop and implement organizational policies, administrative regulations, operational procedures, and performance standards.
    • Lead cross-functional initiatives that improve organizational effectiveness, operational efficiency, and service delivery.
    • Establish organizational performance metrics and accountability systems to monitor operational effectiveness and continuous improvement.
    • Provide executive oversight of departmental budgets and resource allocation to ensure alignment with strategic priorities and long-term fiscal sustainability.
    • Lead organizational change management initiatives and continuous improvement efforts.
    • Develop collaborative partnerships with governmental agencies, educational institutions, community organizations, business partners, and external stakeholders.
    • Provide executive leadership for charter authorization, charter renewal, Memoranda of Understanding (MOUs), and interagency partnerships.
    • Supervise, support, and evaluate assigned executive leaders, directors, managers, and other personnel.
    • Lead special projects and initiatives as assigned by the Superintendent.
    • Perform other related duties as assigned.

    Human Resources

    • Provide executive oversight of Human Resources functions including recruitment, hiring, onboarding, employee relations, labor relations, benefits administration, compensation, credentialing, compliance, evaluations, and organizational development.
    • Collaborate with Human Resources leadership to develop workforce strategies that attract, retain, and support high-quality employees.
    • Ensure compliance with applicable employment laws, collective bargaining agreements, credentialing requirements, and District policies.
    • Provide executive leadership during contract administration, organizational restructuring, workforce planning, and employee relations matters.
    • Promote a culture of accountability, collaboration, equity, inclusion, employee engagement, and professional growth.
    • Support succession planning, leadership development, and organizational capacity-building initiatives.
    • Ensure effective personnel systems, reporting, compliance monitoring, and organizational accountability.

    Business Services

    • Collaborate with the Business Services Staff to develop long-range financial strategies that support District priorities.
    • Ensure sound fiscal stewardship, transparency, accountability, and responsible management of District resources.
    • Provide executive support of procurement, purchasing, contract administration, and vendor management.
    • Support annual financial audits and implementation of recommendations or corrective actions.
    • Monitor organizational financial performance and operational efficiency through data analysis and performance metrics.
    • Ensure appropriate internal controls, financial compliance, and adherence to applicable federal, state, and local regulations.
    • Collaborate with department leaders to align operational priorities with available financial resources.

    Communications and Community Engagement

    • Provide executive leadership for all internal and external communications, public information, community engagement, branding, marketing, and stakeholder relations.
    • Develop strategic communication initiatives that promote transparency, trust, and meaningful stakeholder engagement.
    • Provide executive oversight of the District website, digital communications, social media, publications, and communication platforms.
    • Lead crisis communications planning, emergency communications, and organizational messaging.
    • Support Governing Board communications, public information, presentations, and executive communications.
    • Develop and maintain collaborative relationships with families, employees, community organizations, elected officials, media representatives, and external partners.
    • Monitor communication effectiveness, stakeholder engagement, and public perception to support organizational goals.

    Enrollment and Student Recruitment

    • Provide executive oversight of enrollment management, attendance systems, recruitment, retention, and customer service initiatives.
    • Develop long-range enrollment strategies that support organizational sustainability and student access.
    • Monitor enrollment trends, demographic data, attendance patterns, and enrollment projections to support strategic planning.
    • Ensure compliance with all enrollment reporting requirements and state funding regulations.
    • Collaborate with instructional leaders to align enrollment initiatives with District priorities.
    • Promote exceptional customer service for students, families, and community members.

    Operations and Facilities

    • Provide executive oversight of facilities, maintenance, custodial services, nutrition services, safety, security, and operational support services.
    • Develop long-range operational plans that ensure safe, efficient, and effective learning and working environments.
    • Lead capital improvement planning, facilities modernization initiatives, deferred maintenance projects, and operational infrastructure improvements.
    • Ensure compliance with health, safety, environmental, and operational regulations.
    • Provide executive oversight of emergency preparedness, operational continuity planning, and risk mitigation strategies.
    • Ensure timely completion of required operational reporting, inspections, compliance activities, and regulatory requirements.
    • Develop organizational service standards and operational performance measures that support continuous improvement.
    • Coordinate operational readiness for District programs, events, and organizational initiatives.

    Technology and Information Systems

    • Provide executive oversight of technology infrastructure, enterprise information systems, cybersecurity, and digital services.
    • Develop and implement long-range technology strategies that support organizational priorities and operational excellence.
    • Promote innovation through technology modernization, digital transformation, and process improvement.
    • Ensure appropriate technology governance, cybersecurity practices, data privacy, disaster recovery planning, and information security.
    • Support technology investments that improve organizational efficiency, communication, and service delivery.
    • Collaborate with District leadership to identify emerging technologies that enhance organizational effectiveness.

    Qualifications

    • Bachelor's degree, or any combination of education, training, certifications, and progressively responsible professional experience demonstrating knowledge, skills, and abilities equivalent to a bachelor's degree.
    • Three years of progressively responsible management or leadership experience.
    • Experience supervising multiple departments is preferred.
    • Experience in communications, operations, enrollment, facilities, technology, or related fields preferred.

    Physical Requirements

    • Ability to perform the essential functions of the position, including travel between sites, attendance at meetings and events, and use of standard office technology.
    • Ability to lift up to 50 lbs. of equipment.
    • Use clear, concise oral and written communication skills and communicate effectively with a diverse population of staff and students.
    • Sit for extended periods of time with intermittent walking.
