    Objectives

    This employee directs the Adult Court Services office and oversees activities to include personnel, program compliance, general administration, planning, supervision, budgeting and implementation of all programs and policies. Employee reports to the Court Administrator and to the Administrative Judge of the Court of Common Pleas.

    Job Standards

    Bachelor's or Master's Degree in Criminal Justice or a related field and at least ten (10) years of experience in the probation field, including substantial supervisory experience and demonstrated ability to effectively manage and lead subordinate personnel. supervision and as a probation officer.

    Must possess a valid driver's license and an acceptable driving record. Must meet and maintain qualifications for driving on county business at all times. All required licenses and certificates must be maintained as a condition of continued employment.

    Essential Functions

    • Manages and supervises probation operations and staff, investigations, and related services for the court. Maintains working relationships with other department heads and agencies to ensure optimal service to the court;
    • Evaluates data and organizational effectiveness for planning purposes. Assigns work projects, monitors and coordinates work from an executive management level, and ensures that work complies with court and department policies, requirements, and quality standards;
    • Selects and implements methods of service delivery and maintains quality-control processes in delivery of all services. Assesses the service needs of the court, community, department personnel, other local corrections agencies, and offenders. Establishes service needs, priorities, and timelines of benchmarks of service. Identifies and assesses available community resources and assists in the development of resources where gaps occur;
    • Oversees the administration of and recommendations for disciplinary actions up to and including the discharge of employment;
    • Maintains responsibility for the administration and implementation of the department budget. Assists in the development and preparation of budget requests for county, state, and federal programming. Forecasts and projects expenditure/revenue impacts and reallocates resources as necessary;
    • Ensures compliance with statutes, court and department policies, and organizational values. Reviews court and department policies to ensure appropriateness and recommends modifications as necessary;
    • Promotes professional competency and awareness. Facilitates and encourages participation at professional conferences and training events. Ensures the quality of departmental training for staff. Ensures compliance with all training requirements mandated by statute or accreditation standards;
    • Manages department facilities and equipment. Directs facility and equipment assessment, acquisition, and maintenance;
    • Operates a motor vehicle to travel to courts, probation offices, correctional facilities, residences, community locations, meetings, trainings, conferences, and other work-related locations in accordance with County policy;
    • Participates in training opportunities, court activities, projects, and committees as requested or required;
    • Supervises offenders, as necessary;
    • Demonstrates regular and predictable attendance;
    • Attends various training sessions, video conferences, and workshops;
    • Performs typing, word processing, and related computer operations;
    • Works outside of typical work schedule/business hours as required; and
    • Completes other duties and responsibilities as required.

    NON-ESSENTIAL JOB FUNCTIONS:

    I. JOB REQUIREMENTS AND DIFFICULTY OF WORK:

    Equipment: This employee uses the following equipment: computer and related equipment and software, printer, facsimile, copier, scanner, paper shredder, timestamp, and multi-line telephone and voicemail system. Use/knowledge with the Ohio Community Supervision System (OCSS) web-based program, firearms, ASP, pepper spray, taser, radio and handcuffs.

    Critical Skills/Expertise:

    • Thorough knowledge of the Ohio Revised Code and office and county policies and procedures;
    • Thorough knowledge of local court rules and court rules promulgated by the Supreme Court of Ohio;
    • Thorough knowledge of government structure, operations, functions, practices, and procedures;
    • Thorough knowledge, adherence and aptitude to follow federal, state, county, and department policies and procedures, laws and regulations;
    • Thorough knowledge of laws and regulations pertaining to employment and hiring;
    • General knowledge of the legal system to include Ohio civil and criminal statutes and court processes and procedures;
    • Ability to make practical application of court procedures to assigned functions;
    • Ability to establish a collaborative working relationship with outside agencies;
    • Communicates professionally and effectively with internal and external customers, both orally and in writing;
    • Organize and prioritize work assignments, multi task with accurate focus and refocus in a fast paced environment;
    • Ability to consistently display a positive attitude, lead by example, motivate, encourage, and mentor others;
    • Ability to deal with many variables, define and solve problems, collect, analyze and interpret data, establish facts and determine specific action, evaluate and improve process and/or program efficiency/effectiveness;
    • Thorough knowledge of and ability to apply effective and professional supervisory skills to direct, motivate, and manage subordinate personnel;
    • Knowledge of the fundamentals of interviewing and recruitment;
    • Extensive knowledge of and ability to apply program policies and procedures to assist staff in the performance of their responsibilities;
    • Ability to work independently and as part of a team, using sound reasoning and excellent judgment;
    • Knowledge and ability to understand financial statements and budgetary information;
    • Knowledge of accounting and bookkeeping functions;
    • Thorough knowledge of security policies and procedures;
    • Knowledge of computers, applications, and related software such as databases, spreadsheets, word processing, and internet/intranet functions;
    • Delivers excellent customer service, externally and internally;
    • Proficiency in grammar, writing, mathematical skills, spelling, and punctuation;
    • Thorough knowledge, adherence and aptitude to follow safety policies, procedures and practices;
    • Ability to maintain confidentiality; and
    • Ability to work under pressure and to capably interact with co-workers and other members of various departments and agencies.

    II. DIFFICULTY OF WORK:

    Work consists of moderately complex, varied, non-standardized tasks requiring the application of numerous laws, rules, regulations, and procedures. Functions are broad in scope and generally require the resolution of challenging or controversial problems and decision-making within the scope of his/her authority.

    III. RESPONSIBILITY:

    Court Administrator and Judges provide general guidance allowing the individual the ability to plan the procedures and methods to attain objectives. Individual makes choices or decisions without supervisory input on most daily activities, such as department policies and procedures, establishing priorities, making referrals, and forming collaborative relationships with others. Errors in work may cause inaccuracies in reports, records, or technical data, resulting in inaccurate or incomplete information, which may result in misstatement of funds and balances, or inaccurate reports and legal documents.

    This employee is regularly exposed to sensitive and non-public information, and the employee is expected to keep that information strictly confidential.

    IV. PERSONAL WORK RELATIONSHIPS:

    This position has direct contact with co-workers, employees in the court system, employees of other county offices, public- and private-sector employees, various local and state agencies, law-enforcement personnel, legal representatives, and the general public. The purpose of these contacts is to provide administrative support for the Court and answer questions, gather information, or provide information.

    V. PHYSICAL EFFORT AND WORK ENVIRONMENT:

    Physical Requirements: The physical requirements of the position as identified as sedentary work which may require lifting up to 15 pounds occasionally. The employee must be able to physically restrain and to arrest other persons when appropriate.

    Physical Activity:

    The physical activities of the position are: climbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, and engaging in some repetitive motions. Talking, hearing, listening, reaching, walking, sitting and protecting yourself and others during possible combative situations. The employee must be able to physically restrain and to arrest other persons when appropriate.

    Visual Activity:

    Individual performs work requiring visual acuity sufficient to prepare and analyze data; review printed and electronic documents; operate a computer and other standard office equipment; observe meetings and presentations; and safely operate a motor vehicle.

    Job Location:

    Individual performs work primarily in a climate-controlled office and court environment, with regular travel to County facilities, correctional facilities, community locations, and other work-related sites. The position may require attendance at meetings, court proceedings, conferences, training sessions, field visits, and emergency or time-sensitive activities outside normal business hours. Individual may occasionally be exposed to noise, adverse weather conditions while traveling, potentially confrontational individuals, and other conditions associated with probation operations, court proceedings, and community-based work.
