Conditions of employment
Qualifications
Candidates should be committed to improving the efficiency of the Federal government, passionate about the ideals of our American republic, and committed to upholding the rule of law and the United States Constitution. Candidates will not be hired based on their race, sex, color, religion, or national origin.
Eligibility for this position will be based upon a clear showing that the applicant has had experience of the scope and quality sufficient to effectively carry out the duties and assignments of the position.
As a basic requirement for entry into the SES, applicants must provide evidence of leadership experience indicative of senior executive-level managerial capability and directly related to the experience outlined under the Executive Core Qualifications (ECQs) and the Professional/Technical Qualifications (PTQs).
To meet the minimum qualification requirements for this position, you must show that you possess the ECQs and PTQs related to this position within your resume. RESUME NOT TO EXCEED 2 PAGES. Resumes over the 2-page limit will not be reviewed and will be considered ineligible. Your resume should be 2 pages or fewer and must not include images, graphics, or hyperlinks (including publications and/or social media). Your resume should include examples of experience, education, and accomplishments applicable to the qualification(s). If your resume does not reflect demonstrated evidence of these qualifications, you may not receive consideration for the position.
PROFESSIONAL TECHNICAL QUALIFICATIONS (PTQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.
PTQ 1 - Demonstrated leadership experience in managing complex programs, including establishing priorities, aligning resources, and building consensus to successfully develop and implement strategies that advance organizational objectives, while communicating effectively, both orally and in writing, and collaborating with stakeholders ranging from technical experts to non-experts.
PTQ 2 - Demonstrated extensive experience in occupational safety and health risk assessment and management, with expertise in fostering and sustaining a strong, integrated safety culture in laboratory or similar environments and ensuring compliance with organizational and regulatory requirements.
EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the PTQ requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position.
\t
NOTE: If you are a member of the SES or have been certified through successful participation in an OPM-approved SES Candidate Development Program (SESCDP) or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM\''s SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.
Applicants must meet all of the qualification requirements by the closing date of this announcement. Applications should be submitted online through usajobs.gov. Do not submit separate statements addressing the ECQs and PTQs. The application process used to recruit for this position requires submitting a RESUME ONLY - NOT TO EXCEED TWO PAGES. Refer to the Required Documents section for additional instructions on the resume template.
For detailed guidance on the Executive Core Qualifications, applicants are strongly encouraged to review the Office of Personnel Management\''s website.
