Job Description:
The Chief Systems Engineer position will be responsible for the technical execution of a program(s) under the Electronic Warfare portfolio in Clifton, NJ. The Chief Systems Engineer will report to the Systems Engineering Electronic Warfare Sr. Manager. Additional responsibilities will include providing technical direction to all current portfolio members (programs/pursuits/IRADs), leading the development and prioritization of the core portfolio product(s) and new enterprise pursuits, providing customer briefings, and collaborating with Chief System Architect on future architecture(s) and technology roadmap.
The position involves close coordination with the program managers working portfolio programs. The position will also provide coaching and development for the portfolio engineering staff as well as oversight and direction for the entire portfolio.
Essential Functions:
Subject matter expert in the area of Electronic Warfare (EW) systems, including knowledge of Electronic Attack (EA), Electronic Support Measures (ES), and Electronic Protection (EP).
Proven experience with in the develop of EW decoys, jammers (stand-off, escort, self-protection), and self-protection suites, as well as in small form factors
Skilled in integrating these capabilities into mission architectures to defeat or degrade adversary sensors and weapon systems
Understand customer mission, customer sets, drives technical strategy within the portfolio
Final technical authority of the core product(s) and programs in alignment/coordination with Chief System Architect
Lead technical council in definition of and provide approval on SW/FW approaches, HW Baselines, and Demos/Event details. Facilitate/execute capability breakdown to Epic level, guide definition/documentation required to handoff work to teams and further breakdown work.
Eliminate technical roadblocks for product and program development
Develops, tracks, and presents technical performance metrics
Works with the program managers to perform risk assessment and develop mitigation strategies for complex projects
Viewed as an expert and/or resource within the field by peers in and outside the organization
Improves upon existing Systems Engineering processes
Oversee trade studies on a variety of systems and components
Oversee design verification testing efforts including lab, chamber, ground, and flight test
Oversees simulations and other analyses to predict system performance in various environments
Formulates and presents results during internal and external program meetings
Participates in proposal activities both cost and technical
Oversee IRAD execution within the portfolio
Represents programs as the lead engineering interface to customers
Develop, mentor, and motivate systems engineers to peak performance
Must be able to effectively interface with portfolio management, program management, and customers
Engineering POC for program accomplishments, issues, highlights, weekly status within the Portfolio
Strong CSE with IPTL and CAM experience.
Ability to lead a decoy program through the proposal phase, program startup, and into EMD.
Decoy Program will require lead to be familiar with the following:
Leading a Cross Functional Team [Systems, Software, Hardware] ~ 20 + Engineers
Estimating Staffing Demands
Leading team to meet Program Gate Reviews (SRR, PDR, CDR, TRR)
Product Line Architectures
Establishing a Product line Technical Baseline, including a product line spec tree.
Experience with subtracts management, parts procurement
experience with integration, test, and evaluation of EW (or similar) System
experience with maritime and/or munitions qualifications

In compliance with pay transparency requirements, the salary range for this role in California, Massachusetts, New Jersey, Washington, and the Greater D.C, Denver, or NYC areas is $153,000-$284,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location. L3Harris also offers a variety of benefits, including health and disability insurance, 401(k) match, flexible spending accounts, EAP, education assistance, parental leave, paid time off, and company-paid holidays. The specific programs and options available to an employee may vary depending on date of hire, schedule type, and the applicability of collective bargaining agreements.
